About this file

This is a Questions and Answers document addressing inquiries related to a gym equipment maintenance contract for Offutt Field House (Solicitation FA460026Q0073, issued by Department of the Air Force Air Combat Command). The government clarified critical scope limitations: this contract covers preventative maintenance only and explicitly excludes all corrective repairs requiring replacement parts and labor. The initial inspection scheduled for August 2026 (CLIN 0001) will identify maintenance needs, but any repairs identified during inspection or quarterly maintenance visits must be handled separately through the Director of Fitness and Sports outside this contract scope. The equipment inventory consists of 147 pieces of commercial cardio equipment only (treadmills, ellipticals, bikes, stair climbers) with detailed listings provided in Attachment 3, though this number is subject to change as inventory is added or disposed. Contractors must hold a General Commercial Fitness Technician certification with demonstrated experience working with all named equipment brands (Life Fitness, Matrix, StairMaster, Rogue, Titan, Hammer Strength). Base access credentials will be provided to named technicians for independent quarterly visits without requiring on-site escorts, and all travel expenses must be included in the firm-fixed-price proposal with no separate reimbursements allowed. The government will not provide facility pictures, site visits, prior maintenance records, or equipment serial numbers beyond the details in Attachment 3, and no current incumbent contractor exists. Contact for further inquiries is Joshua Connelly (joshua.connelly.3@us.af.mil, 402-271-4352) or Dominick Bogier (dominick.bogier@us.af.mil, 402-294-2248).

2. Parts and Corrective Maintenance Caps: How will replacement parts and corrective (unscheduled) repair labor hours be billed? Is there a designated reimbursable parts/labor CLIN (Line Item) with a pre-determined government funding ceiling, or must all parts and unscheduled repairs be fully burdened into the quarterly preventative maintenance CLINs?

a. Corrective / unscheduled repair does not fall under this contract. The Director of Fitness and Sports will determine when to schedule repairs identified during the scheduled maintenance visit.
