About this file
This is a state procurement solicitation (Solicitation Number 54-28828) issued by the South Carolina Department of Behavioral Health and Developmental Disabilities (SCBHDD), specifically the Office of Mental Health (OMH), for grant writing and grant evaluation services. The solicitation seeks to establish a Qualified Provider List (QPL) of contractors to assist OMH with researching, writing, and evaluating grants, primarily for mental health services. OMH anticipates applying for approximately 50 grants per year, mostly from the Department of Health and Human Services Substance Abuse and Mental Health Services Administration. The solicitation was issued on 10/6/2025, with offers due by 10/21/2025 at 3:00 PM. The contract term is estimated from 11/10/2025 to 11/09/2030, with an initial one-year term and four potential one-year renewal options, for a maximum contract life of five years.
The solicitation establishes a maximum fixed hourly rate of $100 for grant writing services, with compensation for grant evaluation services not to exceed the amount allocated in each grant's approved budget. Providers will be selected based on expertise and specialization, which may include areas like homelessness, children and adolescent mental health services, and integrated primary and behavioral health care. Vendors must submit detailed documentation of qualifications, including experience, key personnel credentials, past grant writing and evaluation history, and references. The procurement allows for minority business participation and includes specific requirements for vendor registration, tax compliance, and adherence to state and federal guidelines, including HIPAA and confidentiality regulations.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. SAPI. SCOPE OF SOLICITATION
ACQUIRE SERVICES (MODIFIED)
It is the intention of the South Carolina Department Behavioral Health and Developmental Disabilities - Mental Health Office (OMH) to solicit proposals for grant writing and grant evaluation services. Qualified providers will be placed on a Qualified Provider List (QPL) from which OMH staff will select providers for each assignment. Being placed on the QPL does not guarantee any level of usage by OMH of provider’s services. The failure of a specific provider to receive business shall not be grounds for a contract controversy under Section 11-35-4230 of the South Carolina Consolidated Procurement Code.
OMH applies for approximately 50 grants per year. Most of the federal applications are for The Department of Health and Human Services Substance Abuse and Mental Health Services Administration. However, applications are submitted to other federal agencies, as well as non-federal entities. Evaluation services are grant specific and may not be required on every grant awarded. All services will need to be completed in a timely manner, grant writing services will depend on the announcement date and the due date set by the federal and/or non-federal entity.
Grants obtained as a result of the utilization of services from this QPL may be federally funded and, as such, Offerors are required to comply with all applicable federal guidelines.
Note: 1. The terms Contractor and Provider are used interchangeably in this solicitation.

OMIT TAXES FROM PRICE (JAN 2004)
Do not include any sales or use taxes in Your price that the State may be required to pay. [02-2A080-1]
PRICING (MAR 2024):
(a) Fixed Price. If a fixed price is required, award will not be made on an Offer if the total possible price to the State cannot be determined. (b) Price Reasonableness: Any offer may be rejected if the Procurement Officer determines in writing that it is unreasonable as to price. (c) Unbalanced Pricing. The State will analyze all offers with separately priced line items or subline items to determine if the prices are unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated. The responsible procurement officer may reject an offer as unreasonably priced if she determines that unbalanced pricing increases performance risk (e.g., it is so unbalanced as to be tantamount to allowing an advance payment) or could result in payment of unreasonably high prices. S.C. Code Ann. Reg. 19-445.2122C. [02-2A082-2]
OPEN TRADE REPRESENTATION (JUN 2015)
By submitting an Offer, Offeror represents that Offeror is not currently engaged in the boycott of a person or an entity based in or doing business with a jurisdiction with whom South Carolina can enjoy open trade, as defined in SC Code Section 11-35-5300. [02-2A083-1]

To protest an award, (i) written notice of your intent to protest must be received within seven Business Days of the date the award notice is posted, and (ii) your actual written protest must be received within fifteen Days of the date the award notice is posted. Time periods are computed in accordance with Section 11-35-310(13) and the definitions for Day and Business Day. Both protests and notices of intent to protest must be received by the appropriate Chief Procurement Officer (CPO). See clause entitled "Protest-CPO." VENDOR VISIT PROCEDURES - OMH (JUNE 2025)
Vendors planning to visit 400 Otarre Parkway for a public bid opening, a pre-solicitation conference, or to drop off a bid or proposal should be aware that this location is part of a secure, multi-agency campus. Prior to arriving, vendors must email the assigned procurement officer to notify them of their intent to visit, including the date and approximate time of arrival. The procurement officer will then notify campus security of the visitor’s name and details and will confirm the visit with the vendor by email.
Upon arrival, vendors must enter through the guard station on Otarre Parkway. They should be prepared to identify themselves and present ID and must reference the applicable solicitation number. Security personnel will direct them to the visitor entrance at Building D. Once inside the building, all visitors are required to sign in.
If a vendor is delivering a bid or proposal, it will be date- and time-stamped upon receipt. If the visit coincides with a public bid opening or pre-solicitation conference, the vendor will receive a visitor badge and be escorted to the designated conference room where the event will take place.
Please allow at least 30 minutes for processing through security and for having offers officially received and timestamped. The scheduled date and time for public openings are listed on the Cover Page of the solicitation or on the most recent Amendment, if applicable. These times are firm and will not be adjusted due to late arrival.
If you encounter any issues accessing the building, please call the OMH Procurement Office receptionist at (803) 898-8426 or contact the procurement officer listed in the solicitation.
QUESTIONS FROM OFFERORS (MODIFIED)
Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing. Questions regarding the original solicitation or any amendment must be received by the Procurement Officer no later than five (5) days prior to opening unless an earlier date is stated on the Cover Page. Label any communication regarding your questions with the name of the procurement officer, and the solicitation's title and number. Oral explanations or instructions will not be binding. [See R. 19-445.2042(B)] Any information given a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an Amendment to the solicitation, if that information is necessary for submitting offers or if the lack of it would be prejudicial to other prospective offerors. See clause entitled "Duty to Inquire." We will not identify you in our answer to your question. (b) The State seeks to permit maximum practicable competition. Offerors are urged to advise the Procurement Officer -- as soon as possible -- regarding any aspect of this procurement, including any aspect of the Solicitation that unnecessarily or inappropriately limits full and open competition. [See R. 19-445.2140] [02-2A095-2]

SUBMITTING CONFIDENTIAL INFORMATION (FEB 2015)
(An overview is available at www.procurement.sc.gov) For every document Offeror submits in response to or with regard to this solicitation or request, Offeror must separately mark with the word "CONFIDENTIAL" every page, or portion thereof, that Offeror contends contains information that is exempt from public disclosure because it is either (a) a trade secret as defined in Section 30-4-40(a)(1), or (b) privileged and confidential, as that phrase is used in Section 11-35-410. For every document Offeror submits in response to or with regard to this solicitation or request, Offeror must separately mark with the words "TRADE SECRET" every page, or portion thereof, that Offeror contends contains a trade secret as that term is defined by Section 39-8-20 of the Trade Secrets Act. For every document Offeror submits in response to or with regard to this solicitation or request, Offeror must separately mark with the word "PROTECTED" every page, or portion thereof, that Offeror contends is protected by Section 11-35-1810. All markings must be conspicuous; use color, bold, underlining, or some other method in order to conspicuously distinguish the mark from the other text. Do not mark your entire response (bid, proposal, quote, etc.) as confidential, trade secret, or protected. If your response, or any part thereof, is improperly marked as confidential or trade secret or protected, the State may, in its sole discretion, determine it nonresponsive. If only portions of a page are subject to some protection, do not mark the entire page. By submitting a response to this solicitation or request, Offeror (1) agrees to the public disclosure of every page of every document regarding this solicitation or request that was submitted at any time prior to entering into a contract (including, but not limited to, documents contained in a response, documents submitted to clarify a response, and documents submitted during negotiations), unless the page is conspicuously marked "TRADE SECRET" or "CONFIDENTIAL" or "PROTECTED", (2) agrees that any information not marked, as required by these bidding instructions, as a "Trade Secret" is not a trade secret as defined by the Trade Secrets Act, and (3) agrees that, notwithstanding any claims or markings otherwise, any prices, commissions, discounts, or other financial figures used to determine the award, as well as the final contract amount, are subject to public disclosure. In determining whether to release documents, the State will detrimentally rely on Offeror's marking of documents, as required by these bidding instructions, as being either "Confidential" or "Trade Secret" or "PROTECTED". By submitting a response, Offeror agrees to defend, indemnify and hold harmless the State of South Carolina, its agencies, officers and employees, from every claim, demand, loss, expense, cost, damage or injury, including attorney's fees, arising out of or resulting from withholding information by the State of South Carolina or any of its agencies, that Offeror marked as "confidential" or "trade secret" or "PROTECTED".
