About this file
This is a Sole-Source Determination Memo issued by the Oregon State Police justifying a brand-specific procurement for specialized tactical equipment. The OSP has determined that a single ADS, Inc. FPX Nano X-Ray Processor with Digital Display and Soft Case (Model #80186-MSPT) is necessary to maintain operational continuity and achieve cost effectiveness in their explosive ordnance detection capabilities. The solicitation is geographically limited to Marion County and the City of Salem, with a response deadline of March 2, 2022. The procurement involves one unit of the specified X-ray processor equipment with an estimated total cost of $35,000. This appears to be either a direct replacement or supplemental purchase to existing technological infrastructure within OSP's explosive ordnance detection and management operations.
The sole-source determination justifies the brand-specific procurement by citing market research indicating potential savings and the critical importance of maintaining consistent technological infrastructure compatible with existing equipment. No incumbent vendors were identified in the documentation, and no specific set-aside designations or restrictions on respondent types were outlined. The procurement does not indicate preferences for disadvantaged business enterprises or special vendor qualifications beyond the ability to supply the exact specified equipment. The straightforward equipment purchase structure suggests no complex integration requirements or multi-year contractual obligations are involved in this procurement.
