STATEMENT OF WORK (SOW)

PROJECT 531-24-104

REPLACE HVAC, B.23 & B.45

1. Background: The existing HVAC conditions of Buildings 23 and 45 at the Boise, Idaho VA Medical Center (BVAMC) are geothermal pumps, piping, and a radiator system fed from the raw geothermal system for heat. Coordinated with separate aging fan coil units for cooling fed from a localized chiller. There are existing monitors and controls that tie to the station DDC system.

2. The intent of Project 531-24-104 is to replace the fan coil units and fin tube radiators throughout buildings 23 and 45 at BVAMC. Heat exchangers, pumps, and valves will be installed to create a closed heating loop in the buildings. The raw geothermal water that currently runs throughout the buildings will be used to heat the closed heating loop which will reduce the wear that occurs in the piping and equipment by the raw geothermal water.

New piping will be installed where needed. Old piping removed. All necessary connections, valves, structure modifications, and accessories shall be included. The system shall be fully monitored and controlled by the existing station DDC system. The construction and installation shall provide a fully functioning system for the BVAMC.

3. The Contractor shall provide all tools, equipment, labor, materials, and supervision to complete the intent of project in strict accordance with this SOW, drawings, and contract specifications. Project 531-24-104, Replace HVAC, B.23 & B.45 at BVAMC. AESUS Design Construction Documents. The Contractor is responsible for removing and reconnecting all existing piping and accessories as well as providing and installing all new piping and accessories. All work not specifically identified but necessary for a complete functioning system shall be included as if specifically identified in the contract documents.

4. Specific Tasks:

a. The Boise Veterans Affairs Medical Center is a Hospital First! All construction activities shall be secondary to the mission of the Medical Center. This means: some activities shall only be performed outside of normal business hours; some activities may be curtailed if they interfere with normal activities and may be delayed for other times or conditions. Other considerations shall include: noise pollution; noxious fumes; and vibrations. Restrictions on activities may be imposed even if they are below OSHA allowable limits. The Contracting Officer (CO) or Contracting Officer’s Representative (COR) shall have the final authority over the needs of the Medical Center. Additionally, construction safety, infection control and site security shall be prime requirements of the Work, and as such any infraction may be considered a material breach of the work and cause, for the government to take remedial action.

b. The Contractor shall be responsible for all testing and laboratory services in connection with this project as stated in the contract Drawings and Specifications.

c. The Contractor is responsible for the correct disposal of all materials associated with this project.

d. If any questions or concerns arise, the Contractor is to coordinate with the COR for direction. Any and all disruptions to the normal functions of the BVAMC (road closures, utility connections, etc.) shall be brought to the attention of the COR at the earliest possible date. Refer to the Specifications for the acceptable time frames of notification.

5. Performance Monitoring The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. This monitoring is done by the COR. At least weekly, the COR shall perform Safety and Interim Life Safety inspection and Environmental inspections. In addition, the COR shall perform periodic inspections of the Work as further detailed in the Specifications.

6. Security Requirements The Contractor shall only access Medical Center Buildings directly associated with the Work. The Contractor shall not enter or attempt to enter any patient care area.

Additionally, the Contractor shall provide construction site security as further identified in the Specifications or on the Drawings.

7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) There is no GFE for this contract. GFI includes this SOW, contract drawings, and contract specifications.

8. Other Pertinent Information or Special Considerations

a. The buildings are over 100 years old. We assume and have test results that lead paint exists on these buildings. The existing lead paint has been encapsulated under many coats of non-lead-based paints. If scrapping or sanding is required to prep and adhere to the new paint, the contractor shall keep their employees safe with proper PPE and equipment. Any debris will be collected by the contractor and disposed of.

b. It is unlikely that the Contractor will need to work off-hours to complete the Work. All Contractor-requested work outside of normal facility operating hours shall be coordinated with and approved by the COR prior to commencement. All off-hours work shall be included in the base contract by the Contractor and will not constitute a change order unless extenuating circumstances arise.

c. Phasing

All temporary barriers and signage required to maintain functionality shall be the responsibility of the Contractor. It should be anticipated that these buildings will be occupied during construction. Work to be scheduled to maintain normal temperatures to the spaces.

d. Identification of Possible Follow-on Work

This is the first and only phase of construction for this project.

e. Identification of Potential Conflicts of Interest (COI)

There are no known Potential Conflicts of Interest.

f. Identification of Non-Disclosure Requirements

The Contractor shall not have access to sensitive and/or proprietary information.

g. Packaging, Packing and Shipping Instructions

All deliveries shall be specifically addressed to the Contractor and not the Medical Center. The Medical Center shall make best efforts to refuse delivery of Contractor goods or materials. Any materials inadvertently received by the Medical Center will be identified to the Contractor for immediate pick-up. The Medical Center takes no responsibility in the receipt of any goods or materials that are the Contractor’s.

Additionally, the Contractor shall be responsible for receipt, offloading at the site and storage of all Government-Furnished Equipment.

h. Inspection and Acceptance Criteria

The COR is responsible for certifying that the work done under the contract is performed to time and standard. The COR is also responsible to assure the inspection and acceptance of in-place products provided incidental to services. A demonstration period or trial is not inspection of a product.

9. Risk Control The Contractor shall refer to division 01 specifications for guidelines on safety, risk, and infection control.

10. Quality Control The Contractor is responsible for their own quality control. Refer to specification 01 45 00 for expectations and reporting requirements related to quality control.

11. Place of Performance Work shall be performed at the Boise VA Medical Center, Boise, ID, 500 W. Fort Street, Boise, ID 83702.

12. Period of Performance The contract length shall be 180 calendar days from receipt of the Phase I Notice to Proceed. Refer to specification section 01 00 00 – for information on the contract schedule.
