About this file

This is an Amended Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS), Office of Health Analytics (OHA), authorizing a sole-source procurement for HEDIS quality measure performance data. The agency, through its Health Policy and Analytics Division and Office of Health Analytics, requests annual purchases of HEDIS performance data and Quality Compass materials from the National Committee for Quality Assurance (NCQA). The procurement covers a 10-year contract period from the date of amendment notice, with no specific response date, bid opening, or award date mentioned in the document. The contract specialist is Andria Otjen, and the designated procurement officer is Kirk N. Rhoades. Protests against the sole-source determination must be submitted to the Office of Contracts and Procurement within seven calendar days of the notice posting on OregonBuys, with submission required by mail or in person by 3:00 PM.

The estimated annual contract value is $9,000, with the prospective contractor identified as the National Committee for Quality Assurance, located at 1100 13th Street NW, Third Floor, Washington, D.C. 20005. The sole-source justification is based on NCQA's exclusive ownership of the HEDIS quality measure set and their unique ability to provide comprehensive, current national performance data on commercial and Medicaid HEDIS measures. The agency may purchase using the State P-Card of Oregon Transaction System (SPOTS), Purchase Orders, or other agency-approved payment methods. The agency reserves the right to purchase additional goods, services including on-call maintenance, preventative maintenance, repair, and training, as well as to make rate adjustments if acceptable increases are proposed during the 10-year period.

NCQA collects performance data on HEDIS measures and annually publishes statistics about performance. OHA uses the NCQA data to compare measure performance within Oregon to performance across the nation and to inform benchmarking decisions. No other source is available to provide this comprehensive, up-to-date data set on national commercial and Medicaid HEDIS performance.
