About this file

This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (DHS) Office of Contracts & Procurement on August 23, 2021, for the Office of Health Analytics (OHA) within the Health Policy and Analytics Division. The agency is requesting an annual purchase of Healthcare Effectiveness Data and Information (HEDIS) performance data and Quality Compass publication from the National Committee for Quality Assurance (NCQA). The sole-source justification covers annual performance data on HEDIS quality measures, which are national datasets updated annually. No response dates or bidder meetings are applicable to this sole-source procurement. The contract term is not explicitly specified in the determination, though the agency reserves the right to increase the contract period up to 10 years with rate adjustments if acceptable. Protests of this sole-source determination must be submitted by 3:00 PM within seven calendar days after the first notice posting on OregonBuys to Tammy L. Hurst at the DHS Office of Contracts and Procurement.

The estimated annual contract value is $9,000. NCQA, located at 1100 13th Street NW, Third Floor, Washington, D.C. 20005, is the sole prospective contractor. The market research findings establish that NCQA is the only source capable of providing this comprehensive, up-to-date national data set on commercial and Medicaid HEDIS performance, as NCQA owns the HEDIS quality measure set and collects and publishes annual performance statistics. OHA's legislatively established Health Plan Quality Metrics Committee and Metrics and Scoring Committee have selected HEDIS measures for use in Oregon quality programs, and the agency uses this national data for performance benchmarking and comparative analysis within the state.
