About this file

This is a Questions and Answers document for Solicitation 52000QR260027378, addressing vendor inquiries regarding sewage repair services for the CGC Terrell Horne. The Q&A clarifies critical technical and logistical requirements for the project. Technical Drawing 154-WPC_593_201 is export-controlled and requires Joint Certification Program (JCP) registration through DLA for access; a photograph of the failed pipe section is available in the solicitation posting. Site visits are available August 28-30, 2026 and September 10-12, 2026, with contact through vessel Chief Engineer MKC Dender at (571) 608-9437 or (772) 722-4454. Work may be performed outside standard Monday-Friday 0800-1500 hours, though cutter welding isolation and fire watch will be unavailable during off-hours.

The Q&A addresses operational logistics including overnight equipment staging on the pier (welding machines, cables, and rigging may remain secured overnight in locked trailers), electrical availability (floating pier power nodes with 120v single-phase GFCI plugs are available but not suitable for welding operations, requiring contractors to provide a purpose-built generator), and the 48-hour shop window referenced in the SOW, which applies to the extent the vessel's sewage system is down, with pipe removal and fabrication occurring off-vessel. The Contracting Officer Representative is CWO 3 Travis Batman, with local quality assurance oversight by MKC Kris Dender. The solicitation closed September 3, 2026 at 4:00 PM EDT, with a performance period of September 18-30, 2026.

Questions and Answers (Q&A)- Solicitation 52000QR260027378 Q1. Could you advise if there are any photographs associated with the requirement and Drawing 154-WPC_593_201 referenced in the Statement of Work (SOW)? These are needed to confirm the pipe size, schedule, wall thickness, flange class, linear footage, and associated fabrication requirements.

A1. Please note that the Technical Drawing reference 154-WPC_593_201 is export controlled and requires any recipient to be registered in the Joint Certification Program (JCP) through DLA to receive the drawing as mentioned in the solicitation. As appropriately handled for distribution to responsible business sources, they may receive the referenced drawing with pipe section to be fabricated, identified in red. Additionally, a photograph of the failed pipe section is attached to the solicitation posting (JPEG file name: Sewage Pipe CGC Terrell Horne (WPC 1131)) referenced in SOW Section 4.1.

Q2. Is a site visit available prior to the quotation deadline and/or performance start date?

A2. CGC Terrell Horne will be available August 28th through 30th, 2026 and again September 10 through 12th, 2026 for escorted walk through. Please contact vessel Chief Engineer MKC Dender at (571) 608-9437 or Cell (772) 722-4454 to arrange a meeting time.

Please note the solicitation closing date for 52000QR260027378: Sep 03, 2026 4:00 PM EDT. Upon award decision and award acceptance by the awardee, the site visit availability for September 10-12th would be available only to the appropriate parties related to the awardee, as needed.

Q3. Can you clarify the work hours referenced in SOW section 1.3.1?

A3. Work hours outside the Monday thru Friday 0800 -1500 designated time is acceptable. Please note that cutter welding isolation and fire watch will be unavailable.

Q4. Please confirm if overnight equipment staging is permissible; including any welding machines, leads, cables, wire feeders, rigging, and related equipment may remain securely staged aboard the vessel or in a designated secure area on the pier overnight, rather than being removed and remobilized each day.

A4. Welding Machines and equipment can be left on the pier overnight in locked trailer or other agreed upon location on the property. Remobilization should not be required. Additionally, CG Base LALB has roving security and controlled access to the property.

Q5. Will shore power be available at the pier? If shore power is not available, please confirm if the contractor is expected to furnish a generator and any applicable electrical connection specifications.

A5. Pier electrical connection consists of floating pier power nodes with 120v single phase GFCI plugs. Vessel received power from shore though these power nodes for connection are NOT available for welding operations.

Any applicable electrical connection specifications- It is recommended contractor provide purpose-built generator suitable for welding 90/10 CuNi Piping.

1. Voltage - 120

1. Phase - 1

1. Amperage -

1. Receptacle/connection type residential GFCI Plug

Q6. Regarding SOW Section 5.1.1, would you please clarify whether the referenced 48-hour shop window applies only to removal and transportation, or whether the required shop fabrication must also be completed within the same 48-hour period?

A6. The 48-hour window applies to extent vessel sewage system is expected to be down. Arrangements to have additional watch standers allowing personnel to leave ship to utilize shore bathroom facilities. The anticipated plan is to remove the pipe section and fabricate replacement off vessel. Removing the pipe section negates the need for the ship to enter welding isolation and Forward Aux Gas Free Certification.

Q7. Who is the COR for this project?

A7. The COR for this project has been identified as: CWO 3 Travis Batman. For quality assurance, the local unit POC is MKC Kris Dender (CGC Terrell Horne Engineering Petty Officer) at cell phone number: (772) 722-4454.
