About this file
This is an Addendum 1 to a Request for Proposals (RFP) issued by the North Carolina Department of Health and Human Services, Division of Rehabilitation and Reentry, for transitional housing services across Forsyth, Guilford, and Mecklenburg Counties. The addendum, dated August 28, 2026, clarifies requirements and modifies specifications outlined in the original RFP 52-RFP-2331660005-SJD. Proposal responses are due September 18, 2026, at 2:00 PM ET. The project addresses transitional housing provision for offenders and at-risk populations within the three-county region, requiring vendors to demonstrate direct organizational experience providing transitional housing specifically for offender populations with a minimum of twenty-four months of experience. Vendors must provide three to five detailed descriptions demonstrating their relevant experience, and personal experience of individuals associated with the vendor will not be considered toward meeting this requirement.
The addendum addresses vendor questions regarding facility requirements and eligibility criteria. Key clarifications include that bed storage may count toward the dresser or chest of drawers requirement, but residents must still have two separate forms of storage. Vendors lacking independent organizational experience meeting stated requirements are not eligible to substitute through partnerships, subcontracting, teaming arrangements, or other collaborative structures. Additionally, the addendum removes the requirement for at least one staff member per facility to be trained in SOAR (SSI/SSDI Outreach, Access, and Recovery), eliminating the previously mandated specialized training in disability income benefit program administration.

INSTRUCTIONS:
1. The Department Responses to Questions Submitted in Writing
No. Reference Vendor Question Department’s Response:
1 Pg. 19 Will built-in bed storage be considered in meeting the requirement for a dresser or chest of drawers, or will each resident still be required to have a separate dresser or chest of drawers in addition to the bed storage.
The bed storage can count as the chest of drawers, but the RFP states there must be two forms of storage, so an additional form of storage would also be needed per resident.
2 Pg. 14-15 Will a Vendor that does not independently meet the stated organizational experience requirement, still be eligible to submit a proposal through an allowable partnership, subcontracting, teaming, or other arrangement permitted under this RFP.
As a requirement, per the RFP, the Vendor must provide three to five detailed descriptions that demonstrate the Vendor's direct organizational or agency experience providing transitional housing for offenders or other at-risk populations.
