About this file
This is a solicitation addendum issued by the North Carolina Department of Adult Correction for an Invitation for Bid (IFB) numbered 52-IFB-2052198862-GAR covering oils, lubricants, greases, fluids, and antifreeze. Addendum 02, dated July 20, 2026, announces a postponement of the bid opening from July 29, 2026 at 2:00 p.m. ET to August 5, 2026 at 2:00 p.m. ET. Additionally, the deadline for responding to questions has been postponed from July 15, 2026 at 5:00 p.m. ET to July 24, 2026 at 5:00 p.m. ET. The solicitation encompasses 92 line items across multiple product categories including motor oils in various viscosities and formulations, hydraulic oils, gear oils, transmission fluids, greases, antifreezes, brake fluids, power steering fluids, diesel exhaust fluid, and tractor fluids in container sizes ranging from quarts to 55-gallon drums. All products must be delivered FOB Destination to the NC DAC Enterprise Warehouse in Apex, North Carolina within fourteen consecutive calendar days of purchase order receipt, with deliveries restricted to Monday through Thursday between 7:00 AM and 2:00 PM ET. The initial contract term is three years from the effective date, with the State retaining the option to renew for up to two additional one-year terms upon 30 days' written notice.
Bidders must be North Carolina registered in good standing, provide manufacturer authorization for all products offered, demonstrate financial stability, and comply with E-Verify requirements. Bid pricing must include all shipping, delivery, handling, and administrative fees and remain firm for 365 days from the contract effective date. The State reserves the right to award to a single vendor or to make separate awards to different vendors for individual line items based on lowest responsive price meeting specifications, past performance, references, and financial stability. If a non-resident vendor receives the lowest bid, North Carolina resident vendors within five percent or $10,000 (whichever is less) will have the opportunity to match pricing. The State encourages participation from Historically Underutilized Businesses with a 10% utilization goal and requires vendors to provide sustainability information regarding recycled content, environmental certifications, and packaging and recycling practices. Estimated annual quantities are based on three years of historical usage with no guaranteed minimum or maximum purchase amounts.
