About this file

This is an Addendum 01 to an Invitation for Bid (IFB) issued by the North Carolina Department of Adult Correction for the procurement of oils, lubricants, greases, fluids, and antifreeze under solicitation number 52-IFB-2052198862-GAR. The solicitation encompasses 92 line items including motor oils in single and multiple viscosity formulations, synthetic and syn-blend products, hydraulic oils, gear oils, transmission fluids, greases, antifreezes, brake fluids, power steering fluids, diesel exhaust fluid, and tractor fluids available in container sizes ranging from quart cases to 55-gallon drums. Sealed bids are due July 15, 2026 at 2:00 PM ET via the Ariba Sourcing Tool, with written questions due July 1, 2026 at 5:00 PM ET and responses provided by July 8, 2026. All products must be delivered FOB Destination to the NC DAC Enterprise Warehouse in Apex, North Carolina within fourteen consecutive calendar days of purchase order receipt, with deliveries limited to Monday through Thursday between 7:00 AM and 2:00 PM ET. The initial contract term is three years from the effective date, with the State retaining the option to renew for up to two additional one-year terms upon 30 days' written notice.

Bid pricing must include all shipping, delivery, handling, and administrative fees and remain firm for 365 days from the contract effective date. Estimated annual quantities are based on three years of historical usage with no guaranteed minimum or maximum purchase amounts. Vendors must be North Carolina registered in good standing, provide manufacturer authorization for products offered, demonstrate financial stability, and comply with E-Verify requirements. If a non-resident vendor receives the lowest bid, North Carolina resident vendors within five percent or $10,000 (whichever is less) will have the opportunity to match pricing. The State encourages participation from Historically Underutilized Businesses with a 10% utilization goal and requires vendors to provide sustainability information regarding recycled content, environmental certifications, and packaging and recycling practices. The State reserves the right to award to a single vendor or to make separate awards to different vendors for individual line items based on lowest responsive price meeting specifications, past performance, references, and financial stability.
