About this file
This document is a template for the Buy American Certificate provision, a required federal contracting form used in solicitations subject to Buy American Act requirements. The provision is prescribed under FAR 25.1101(a)(2) and was last updated in October 2022.
The certificate requires offerors to certify that all end products are domestic end products, except those listed separately as foreign end products. Offerors must identify any domestic end products containing critical components in a separate section. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items; if domestic content percentage is unknown, offerors select "no." The provision includes blank tables for offerors to list line item numbers, countries of origin, and domestic content percentages for foreign end products, as well as line item numbers for domestic products containing critical components. The Government will evaluate offers in accordance with FAR Part 25 policies and procedures. Key defined terms—COTS item, critical component, domestic end product, end product, and foreign end product—are defined in the related "Buy American-Supplies" clause included elsewhere in the solicitation.
