36C25926Q0587 Two Front Mount Mowing Machines Questions Question 1 The Price Schedule for Line Item 0001 lists a hard cab enclosure, cab heater, and cab sealing kit among the required upgrades. These items are not offered as factory-installed options on the referenced machine class and are typically supplied and installed by the dealer or an aftermarket manufacturer. Will the Government accept dealer-installed or aftermarket cab enclosure, heater, and sealing kit components, provided they meet the salient characteristics and are clearly identified and marked in the offeror's technical volume as required by FAR 52.211-6?

Response: Yes, as long as the salient characteristics are met.

Question 2 The Addendum to FAR 52.212-1 states that offerors' socioeconomic status must be verified and visible in the SBA Small Business Certification search (https://search.certifications.sba.gov/) at the time of quote submission and award. That database reflects firms holding an SBA certification (8(a), HUBZone, WOSB/EDWOSB, SDVOSB/VOSB). Because this acquisition is a Total Small Business Set-Aside under FAR 19.5, small business status is established by self-certification in the System for Award Management under NAICS 333112 and does not appear in that database. Will the Government confirm that an active SAM registration reflecting small business self-certification under NAICS 333112 satisfies this requirement?

Response: An active SAM registration reflecting small business self-certification under NAICS 333112 is fully acceptable and meets the requirement for this Total Small Business Set‑Aside acquisition. The Government will confirm that as sufficient.

Question 3 The solicitation requires delivery no later than 60 days after receipt of order. Given that the required configuration involves cab and attachment installation prior to shipment, will the Government consider delivery schedule as a discriminator under Factor 1, and will quotes proposing delivery beyond 60 days ARO be considered, or is 60 days ARO a firm minimum requirement?

Response: The lead time can be increased to 120 days after receipt of order.

Question 4: The Kubota F2690 units specified appear to be manufactured overseas and assembled domestically. Before completing the certificate, I want to ensure my country-of-origin representation is accurate. For evaluation purposes, does the Government anticipate applying the Buy American price evaluation preference to foreign end products under this acquisition, or does a trade agreement exception apply?

Response: The Buy American Statute applies to this requirement.

Question 5: Should offerors certify the end product based on final assembly location or on the country of manufacture of the components?

Response: Offerors certify based on the final assembly location (U.S. manufacture) and the domestic content percentage of all components combined — not on the individual country of manufacture of each component. The current threshold is 65% domestic component cost.
