About this file

This document is a soil report and foundation recommendations for the proposed Michigan Department of Military and Veterans Affairs (DMVA) Calumet Armory Modifications project located in Calumet, Michigan. The project includes construction of a 20,000 square foot Motor Vehicle Storage Building (MVSB), a 1,200 square foot addition to the north side of the existing main building, interior remodeling of the main building and existing Cold Storage Garage, and expansion of the existing paved parking area. The soil borings were conducted to investigate the subsurface conditions in order to provide foundation construction design recommendations to properly support the proposed structures.

Based on the findings, the report recommends a maximum allowable net bearing capacity of 2,000 pounds per square foot, placement of shallow spread footings and strip footings to a depth of 4 feet, and dewatering measures for the MVSB due to the shallow groundwater table. For the parking and driveway areas, the report specifies a 3-inch HMA surfacing, 8-inch MDOT 21AA or existing 22A aggregate base, and 12-inch MDOT Class II sand subbase. The report also provides seismic site classification and additional instructions for the construction process.

INTRODUCTION

The following Soil Report and Foundation Recommendations are for the proposed

Modifications/Additions/New Construction at the DMVA Calumet Armory in Calumet, Michigan.

(See Appendix I – Soil Boring Location Map)

The project consists of:

1. Construction of an approximate 20,000 sft Motor Vehicle Storage Building (MVSB) on the west side of the site.

2. Addition of approximately 1200 sft on the north side of the existing main building.

3. Additional remodeling changes to the interiors of the main building and the existing Cold

Storage Garage.

4. Expansion of the Existing Paved Parking Area towards the east over an existing gravel lot area.

Based upon the findings in this report, UPEA will then provide a foundation construction design to properly support the proposed structures.

SCOPE OF WORK

U.P. Engineers & Architects, Inc. was retained by MDTMB to perform soil borings at the proposed new building site; the building addition site; and the parking lot expansion area. The soil borings were performed in order to investigate and report on the subsurface conditions in the above locations.

A total of eight (8) soil borings were completed from May 17 through May 19, 2023 at the proposed project site. One (1) of the soil borings was performed at the proposed parking lot expansion to a depth of at least 10 feet; and two (2) borings to a depth of 20 feet in the area of the Proposed

Addition to the north side of the main building. Then five (5) borings were performed to a maximum depth of 20 feet in the area of the Motor Vehicle Storage Building (MVSB). (See Appendix I for

Soil Boring Location Map). Standard split-spoon samples were taken at 2.5 ft and 5 ft intervals below the surface, and as applicable. (See Appendix II for the Soil Boring Logs)

The soil boring operation was performed in order to identify soil types, depth of different soil layers, and load carrying capacity of the soil. From the soil boring data, recommendations are made for the construction of the proposed structures which will be bearing on the soil. Also, foundation settlements, frost action, problems resulting from shallow groundwater, and other conditions that may pose problems during construction or have any detrimental effects on the proposed structures, will also be discussed in the report.

EQUIPMENT AND TESTING PROCEDURES

The soil borings were performed by a two-man crew using a CME 45C drill rig mounted on a one-ton Ford 550 truck chassis. The soil borings were advanced by five inch hollow stem augers in five foot increments.

Representative samples were obtained by means of the split-barrel sampling procedure in general accordance with ASTM Specification D-1586. In this procedure, a two-inch O.D. split barrel sampler is driven into the ground a distance of 18 inches by means of a 140 lb. hammer falling

30 inches. The standard penetration resistance value (N) is the number of blows per foot of penetration for the final 12 inches of driving. The (N) value can be used to provide a qualitative indication of the in-place density of cohesionless soils. This indication is qualitative since many factors can significantly affect the standard penetration resistance value and prevent direct correlation.

After driving, the sampler is returned to the surface and opened. The length of the sample

(recovery) is measured and the soil is classified according to type by the Soils Technician, under the guidelines of the Unified Soil Classification System (USCS).

GENERAL SOIL CONDITIONS

All eight (8) soil borings (except SB-1 in the gravel parking lot) had a healthy amount of topsoil or topsoil and stamp sand blend (8” to 18”).

Parking Lot Area

The area of the proposed parking lot expansion on the east side of the site was strictly a medium to fine uniform sand below the 10” gravel surface. These sands were moderately compact to very dense. (See Soil Boring SB-1). These soils will make excellent base materials for a bituminous paved parking lot.

North End Addition

The soil borings in the area of the north end addition (soil borings SB-2 and SB-3) had good sand and gravel materials to down 5 to 6 feet below ground surface (bgs). Below this layer were differing layers of sands, gravels and cobble. These layers were moderately compact to extremely dense. These materials, again, will make excellent bearing subsoils for the footings of the north end addition.

Proposed Motor Vehicle Storage Building (MVSB) Area

In the area of the proposed MVSB (Soil Borings SB-4 through SB-8); the soils were varying blends of sands, gravels and cobble. Most of these soils above the 10-foot depth had adequate densities, from moderately compact to extremely dense. Four (4) of these borings showed a shallow water table, from 2.5 feet bgs on the northeast corner to about 7.5 feet bgs on the northwest. A water table at this depth will definitely affect both the construction and the permanent structure.

Overall, the project site has consistent enough soil to easily provide a moderate bearing capacity to support the one-story structures planned, and the proposed parking lot expansion. See

Foundation Recommendations section for additional information.

FOUNDATION RECOMMENDATIONS

1. Remove any topsoil or organics; and salvage any material for future use during the restoration operation.

2. Due to the very moderately compact nature of some of the sand mixed soils, we recommend a maximum allowable net bearing capacity of 2,000 pounds per square foot

(2,000 psf).

3. We recommend placement of shallow spread footings and strip footings to a depth of 4 feet to protect them from frost damage.

4. We further recommend that for the MVSB, evacuate all water from the footing bottoms by any dewatering devices possible.

5. In the parking and driveway areas, grade the existing MDOT Class II Sand fill to provide an adequate subbase. For a finished pavement section, we recommend the following minimum structure layers:

3” HMA Surfacing (in two layers) over

8” MDOT 21AA (modified, 95% crushed) or the existing 22A Aggregate Base over

12” MDOT Class II Sand Subbase (This material may already be existing at the site below the gravel base.)

6. Following these recommendations shall provide foundations that have a maximum estimated settlement of 1/2”; and a maximum differential settlement estimated at 1/4”.

7. For seismic site classifications and seismic design, the proposed site is a “SITE

CLASS D”.

8. If any different or suspect soils are encountered during the excavation process, please contact this office immediately for further recommendations.

9. By providing these recommendations, we (U.P. Engineers & Architects, Inc.) in no way are expressing or implying any warrantee and guarantee on the construction of the proposed.

10. Contact this office if you require any additional information relative to the soils for structural/foundation design work, or if you encounter any different or other types of suspect soils.
