About this file
This document is an Addendum 3 to Request for Bid 510073 issued by the State of Wisconsin Department of Transportation, Division of State Patrol, for Tactical Equipment and Accessories. The addendum, dated October 5, 2017, addresses a critical product availability issue regarding Blackhawk model 64RC46BK Rifle Cases, which have been discontinued by the manufacturer. The bid submission deadline is October 12, 2017, at 2:00 PM. This is a three-year contract requiring vendors to supply tactical rifle cases measuring 46 inches in length with specific technical specifications, including black padded 0.375-inch closed-cell foam, double-stitched seam taping, full-opening zippers configured for shooting mat use, high-quality hardware, removable foam inserts, and four external magazine pouches with adjustable lids. The State of Wisconsin has clarified that while the original model is no longer available, vendors must still meet the detailed performance and design specifications outlined, with samples potentially required after bid opening for verification purposes.
The addendum establishes strict compliance requirements, mandating that all bidders sign and submit a cover page with their bid submission certifying they have not engaged in collusion, price-fixing, or any anti-competitive practices, and that the bid was independently developed. Vendors must affirm their ability to comply with all terms, conditions, and specifications set forth by the State of Wisconsin. Given the three-year contract term and the product discontinuation issue, the state has notified bidders that vendor availability for the specified rifle cases will be limited to existing dealer stock, emphasizing the importance of secure sourcing prior to contract execution. The purchasing agent for this bid is Deb Adamski-Pavloski, reachable at (608) 267-2972.

THE FOLLOWING CHANGES ARE HEREBY ADDED TO AND MADE A PART OF (REQUEST FOR BID NUMBER 510073)
Q: In reference to bid 510073, attached is an email I received from Blackhawk indicating that their model 64RC46BK Rifle Cases are discontinued.
Because this is a bid for a three year contract, and because there are numerous stringent requirements placed on this bid not allowing for alternative products to be placed in the bid, I feel as though it’s my responsibility to make sure that the State of Wisconsin is aware of this confirmed discontinuation of product manufacture. Any ability to acquire these binoculars will be limited to existing stock dealers have on hand as Bushnell will no longer accept orders for additional models.
A:The case needs to meet these specifications: Tactical rifle case, 46” long, black, padded .375” closed-cell foam, double-stitched seam taping on raw edges, full-opening zipper for shooting mat configuration, high-quality zippers and sliders, and removable foam inserts and four external mag pouches with adjustable lids. Samples may be required after bid opening.
Vendor will be notified if they should submit a sample.
BIDDERS MUST SIGN AND SUBMIT WITH THIS SIGNED COVER PAGE WITH THEIR BID SUBMISSION.
I/We certify that we have not, either directly or indirectly, entered into any agreement or participated in any collusion or otherwise taken any action in restraint of free competition; that no attempt has been made to induce any other person or firm to submit or not to submit a bid; that this bid has been independently arrived at without collusion with any other bidder, competitor, or potential competitor; that this bid has not been knowingly disclosed prior to the opening of bids of any other bidder or competitor; that the above statement is accurate under penalty of perjury.
