Water Softening System - Solicitation # 36C25921R0091 Questions:

1. Q: What level of ICRA (if any) will be required in the work area? This project occurs outside of a general public/hospital space.

A: Class II (Type C Work + Low Risk)

2. Q: Form 1442 the description in Box 10 indicates a bid date of August 19, 2021; while box 13a indicates a bid date of 08-18-2021. Per the site visit – is August 19th the correct date?

A: Proposals are due by Aug. 19th by 10:30am.

3. Q: Will we have access to use the building rest rooms?

A: Yes

4. Q: Confirming the submittal schedule will be provided by the VA?

A: VA COR will provide an initial draft submittal schedule, but this is revised by the contractor and submitted to the COR for approval. Contractor is responsible for all submittal requirements found in the specifications.

5. Q: Will this project utilize Submittal Exchange? If yes, who will be paying for this service?

A: If submittals are too large for email (10 MB maximum) it is the contractor’s responsibility to provide a cloud-based service like Submittal Exchange or Procore.

6. Q: Is there a preferred format for scheduling and scheduling software?

A: No

7. Q: When is the anticipated award for this project?

A: Anticipated to award by Sep. 30, 2021

8. Q: Will TB screening be required?

A: No

9. Q: Confirming that the supply and return water lines we are tapping into will be drained/inactive by the VA prior to our tie-in?

A: Yes, VA will isolate and drain but lock-out/tag-out is contractor’s responsibility.

10. Q: The NAICS code has been determined as 236220 however, the only aspect of work that we see in the drawings applicable to a 236220 classification is the equipment pads and anchors. Approximately 98% of this project is specialty trade mechanical. We would like to respectfully request reconsideration to classify this project as 238220.

A: NAICS for this requirement is 236220.

11. Q: The evaluation criteria for past performance on page 17 of the solicitation states that contractors must demonstrate relevancy by providing projects with renovations and general construction in a radiology area. The scope of this project is located in the chiller plant mechanical room and does not include renovation or much general construction. Would contracting please revise the evaluation criteria to relevancies of this project scope.

A: Revised to read “contractors must demonstrate relevancy by providing projects with installation of water softening systems of similar scope, complexity and magnitude”.

12. Q: Can the prime contractor’s Site Superintendent dual role as SSHO as long as they meet the qualifications? Ref. 01 35 26 A: Yes

13. Q: Can SCH 80 PVC ball valves be used in Lieu of the Carbon Steel ball valves called out per this Specification since the piping that is specified in 23 31 2.3 is SCH 80 PVC as well? Ref. 22 31 11 2.5 A: PVC ball valves are acceptable on the Water Softening Skid (vessels pipe and fittings above the house keeping pad) but not in the distribution piping.

14. Q: Can you please verify that the new water softening SCH 80 PVC piping will not be insulated? Ref. 22 07 00 A: Insulation is not required on Water Softening Skid but is on the distribution piping.

15. Q: Please verify that there are available valves to accomplish all work on the domestic cold water system without a shutdown.

A: Yes, we can bypass the section of piping where the water softening system will be tied in. Contactor will need to provide a way to temporarily feed the boiler make-up water when the bypass line is tied-in but this is a simple matter of connecting a hose to existing connection points near the make-up water back flow preventer.

16. Q: Please clarify if the only SCH 80 PVC allowed on this project will be on the Water Softener Skid itself.

A: Yes, copper and stainless steel shall be used for the distribution pipe off of the skid depending on the line size.

17. Q: Please clarify requirements of bottom reinforcement for Housekeeping Pad detail on P-001. The note indicates both top and bottom reinforcement with arrows however, the Housekeeping Pad Schedule has “none” in the box for bottom reinforcement. Ref. P-001 Detail no. 1 A: Only top reinforcement is required.

18. Q: Does the VA have a recommended Delta Controls company that is presently being used onsite? If so may we have their contact information?

A: No, the system will be tied into the existing JCI Metasys BAS system. Any reference to Delta Controls is in error.

19. Q: We did not find any point lists or controls drawings included in the contract documents. . Is the Water softener going to be integrated to existing controls at a later date? or is this a requirement or the contractor?

A: See points list on the top left of drawing P-001. The requirement is one AI and one DI tied into an existing controller mounted on the west wall of the control room.

20. Q: How is the equipment to be brought into the building?

A: Equipment can be brought in from the loading dock to the service elevator in Building L or via the gate on Fitzsimons Pkwy and doors leading to boiler room on east end.

21. Q: Confirm no bottom reinforcement is required for concrete pad.

A: Only top reinforcement is required.

22. Q: Which BAS panel is to be used or is an additional needed?

A: Points will be tied into available IO on existing controller in panel mounted on the outer west wall of the control room.

23. Q: Does BAS conduit need to be cored or any other pathway requirements?

A: No, the existing panel is in the same room near the existing water softening system.

24. Q: Confirm the BAS vendor is to be Delta and not JCI. Spec section 230923 1.1.F States it is Delta.

A: The system will be tied into the existing JCI Metasys BAS system. Any reference to Delta Controls is in error.
