About this file
This market research document outlines a requirement for a specialized mobile communications kit for the 509th Operations Group (509 OG COMM). The project seeks a multi-domain solution supporting rapid B-2 operations, with specific technical requirements including a small form factor (25" x 10" x 10"), capability to support 9 users across 3 domains simultaneously, TEMPEST certification, and compatibility with various network connections (cellular, SATCOM, Starlink, etc.). The estimated cost is $116,200, with a required delivery date of 120 days after receipt of order.
After extensive market research, CISSEcure (a large business in Virginia) is identified as the sole source capable of meeting the stringent technical specifications. The vendor's Secure Net MD Kit has been approved for usage through Authorities to Operate (ATOs) for networks managed by Executive and SOCOM agencies. The requirement is considered mission-critical and requires a Functional Commander's signature, with the market research approved on August 8, 2025, by Capt. Andrew Bemis, Director of Communications.

Section B: Agency Need
This requirement is to satisfy a multi domain solution that can support rapid B-2 operations in a small form factor package (2 person minimum with 2 medium sized pelican cases, one for network kit, one for clients/transport) that is also legal to fly commercially in case of emergencies NGT (LXWXH) 25" x 10" x 10". Without this we will continue to be limited on how many teams we can send out the door to support missions at any one time. We also require a solution that can support as small as a Nano or KG-250XS for NSA level encryption that is also small form factor. Additionally, we require the ability to connect to any network available, be this cellular connection, commercial internet, SATCOM, Starshield, Starlink, NIPR, etc. through a black network connection/transport of our choosing. The kit must be TEMPEST certified, currently fielded, provide necessary lifecycle management/updates through the vendor, and be able to pass an Authority to Operate on all networks.
Section C: Product/Performance Requirements The product must be able to support at a minimum 3 users per domain totaling 9 users at the same time this is also the minimum requirement. A critical need is for the whole package to fit into a pelican case that is TSA Compliant both in battery and size constraints.
Section D: Available Sources/Vendors I. Vendor Outlook
We were only able to find one source that will sufficiently fill our needs. We attempted to go through many vendors for different iterations of this product, but many were lacking the ability to make it multi-domain or to have government support. JEFF-K provides a future market alternative but being held from distribution by Air Material Command for R&D. Voyager ECK near matching technical specifications that we need, and is market available but the equipment is going End of Life (EOL) by 2027.
This item is sole source because no other current market alternatives provide appropriate classification levels, Authority to Operate, configuration and network transport flexibility, and TEMPEST approval fit the standards required by the customer. at present, there exists no other "mobile kit" that operates at required classification levels with an approved Authority to Operate (ATO) for this mission set. Free market alternatives do not maintain certified ATOs that allow for them to fit into this configuration. The configuration management of this hardware is especially important. Specific software that exists on commercial alternatives for this item renders alternate Network Transportation kits incapable of being plugged into this network.
