About this file

This document is an asbestos survey report for the Amarillo Veterans Administration Medical Center in Amarillo, Texas. A limited sampling was conducted of suspect asbestos-containing materials that may be impacted by upgrades to the campus electrical grid. Five samples were collected and analyzed, with no asbestos detected. However, 20 square feet of assumed transite panels in a lab fume hood are identified as presumed asbestos-containing materials. The report recommends sampling and properly addressing the assumed materials prior to renovation work, in accordance with EPA, OSHA and state of Kansas regulations. Additional suspect materials discovered during future work should also be sampled or treated as containing asbestos. Clearance sampling is advised upon project completion to confirm airborne fiber levels meet occupancy standards.

RE: Limited Asbestos-Containing Materials Sampling

Amarillo VAMC 6010 W. Amarillo Boulevard Bldg. 28 Amarillo, TX 79106

Dear Client:

On September 9, 2021 Titan Environmental Services, Inc. (TES) conducted a limited asbestos-containing materials (ACM) sampling of requested suspect building materials at the TX VAMC located at 6010 W. Amarillo Boulevard Bldg. 28, Amarillo, TX 79106.

Mason sanders performed the limited sampling. Mr. Sanders is a certified DSHS (Texas Department of State Health Services) Asbestos Inspector. Mr. Sanders certification number is 105887, expiration date March 14, 2023. A copy of his certification is attached to this report.

The purpose of this limited sampling was to identify and quantify suspect asbestos-containing materials (ACM) that may be present in areas associated with the “Upgrade Campus Electrical Grid” project scope of work prior to renovation and/or demolition activities that may impact them.

SAMPLING METHODOLOGY

Suspect materials were grouped together into homogeneous sampling areas. A homogeneous sampling area contains material that is uniform in texture and color and appears to be identical in every other respect. Building materials that were installed at different times or that do not appear to be similar in any other way are considered separate homogeneous materials/areas.

Bulk samples of suspect ACM were collected in order to determine the presence of asbestos. The bulk samples were delivered to Environmental Hazards Services LLC, an independent NVLAP-accredited laboratory located in Richmond, Virginia, for analysis.

The samples were analyzed using polarized light microscopy (PLM) coupled with dispersion staining techniques in accordance with Appendix A to Subpart F of 40 CFR

Part 763. The limited sampling of the project scope or work area(s) was performed by a certified IDPH (Illinois Department of Public Health) Asbestos Inspector.

ACM INSPECTION FINDINGS

Five (5) bulk sample (with 10 layers analyzed) was collected from suspect ACM during the limited sampling of the project scope of work area(s). The data contained in this report is based upon visible and accessible materials. Without complete access to all building systems (i.e., pipe chases, wall cavities, etc.), 100% accuracy in the following data is not possible. Mixed results within homogenous areas are considered positive if any one-(1) sample in the homogenous area is positive. Suspect materials on building systems are listed by material type and location in the table below.

SUMMARY OF ASBESTOS-CONTAINING MATERIALS

The following table is a listing of the identified asbestos-containing building materials.

Homogenous Code Materials Description Asbestos Type / % Total Quantity

Assumed Transite Panels in Lab Fume Hood Assumed ACM 20 ft2

OSHA defines “Presumed Asbestos Containing Materials (PACM)” as thermal system insulation and surfacing material found in buildings constructed no later than 1980.

However, the use of the term PACM in this report also includes any suspect ACM that could not be safely sampled (i.e., physical safety hazards restricting sampling of material, sampling the material would damage the integrity of the system or equipment that the material is part of, etc.). PACM must be treated as ACM unless the PACM can be proven, through bulk sample analysis, that no ACM is present in the building material.

RECOMMENDATIONS

Due to multiple State of Texas and Federal EPA/OSHA regulations governing the disturbance, employee exposure, and disposal of ACM, TES recommends that the assumed asbestos-containing materials (listed above) be sampled and if applicable properly addressed prior to the start of renovations and/or demolition activities that may impact or disturb them. A licensed abatement contractor should remove the ACM that may be impacted/disturbed as part of a planned renovations and/or demolition project. All work practices and engineering controls should be in accordance with EPA/OSHA and State of Kansas regulations.

In the event that additional suspect asbestos containing materials (i.e., thermal system pipe insulation, mudded pipe fittings, spray applied fire proofing, duct wrap, etc.) are discovered (in previously inaccessible pipe chases, wall or ceiling cavities, under subfloors, etc.) during future renovation and/or demolition activities, bulk samples should be collected to determine the presence of asbestos or the suspect material should be assumed and treated accordingly.

Prior to other contractors and/or occupants entering work areas post abatement, TES recommends that clearance air samples be collected and analyzed through the use of Phase Contrast Microscopy (PCM) analysis in strict accordance with the NIOSH 7400 method in order to determine airborne fiber concentrations to determine if the area is safe for re-occupancy.

CLOSING COMMENTS

The limited asbestos-containing materials (ACM) sampling was performed by TES at the request of the client. Consequently, TES cannot guarantee and does not warrant that this limited sampling has revealed all asbestos-containing building materials and other adverse environmental conditions affecting the site. The results reported and any opinions reached by TES are for the benefit of the client. The results and opinions set forth by TES in its report will be valid as of the date of the report.

TES appreciates the opportunity to be of assistance to you. If you have any questions, please don’t hesitate to contact us.

Respectfully, Mason Sanders

DSHS ACM Inspector
