About this file
This document is a Simplified Acquisition Documentation for Sole Source (FAR Part 13) justifying a single-source contract award to Markit North America, Inc. The Securities and Exchange Commission (SEC) requires enterprise access to Credit Default Swap (CDS) reference data, including information on entities, obligations, corporate actions, and credit events to support trade confirmations and reduce counterparty risks. The contract is valued at $289,596 for a base year and four option years, with a 5% annual escalation.
The sole-source justification is based on Markit North America being the only known source that can meet all of the SEC's data requirements. A Notice of Intent to Sole Source was released on SAM.gov, with no responses received from other potential vendors. The document includes certifications from both the Program Office Representative (Jeanine Joiner) and the Contracting Officer (Takela Morris), confirming that Markit North America is the only reasonably available source to fulfill the SEC's specific data needs.
