Will the Government accept Attachment 16 and 17 submissions that were verified and signed in response to the 2018 or earlier 2019 RFPs?
It is not permissible to resubmit previously signed documents, i.e.
documents that were signed to be submitted under the original solicitation # 50310218R0005 or the subsequent on-ramp event under the same solicitation number. A new set of documents with new signatures must be submitted in response to this solicitation.

Please provide clarification regarding the submission of CPAR versus the submission of Attachment 17, and whether both must be submitted. 1. If a qualifying CPAR exists, a copy of the CPAR record shall be submitted together with Parts I and II of Attachment 17 completed. The CPAR shall be attached in lieu of completing Part III. (For ongoing projects, a qualifying CPAR is one that is less than one (1) year old as of the date of proposal submission. For projects that have ended within three (3) years of 16 September 2019, the final CPAR is a qualifying CPAR and must be submitted.)
2. If a qualifying CPAR does not exist, Attachment 17 shall be used and completed in its entirety (Parts I, II, and III). Do not attach a non-qualifying CPAR.
Section L.3.3 will be updated accordingly in an upcoming Amendment.
3 L.3.2 and L.3.3
If an Offeror has a CPAR for an ONGOING project that is more than a year old, should the Offeror submit the CPAR or the signed Attachement 16/17? A CPAR that is more than a year old as of the date of proposal submission for an ongoing project is not a qualifying CPAR, and must not be submitted. Use Attachment 17 completed in its entirety (Parts I, II, and III). See response to Question 2.
Attachment 16 is required to be submitted for projects to claim Service Channel Relevant Experience and is required separate from a qualifying CPAR or Attachment 17, which relate to Past Performance.
A qualifying CPAR must only be submitted with Attachment 16 if the period of performance for the project is less than one (1) year but the project has an Interim or Final CPAR.
Would the Government consider extending the project recency to four (4) years from the proposal due date for this event?
The requirement that projects must have completed within three (3) years remains unchanged.
5 L.3.2.2.1.1 137 Note states that "Foreign, state, and local government projects are not acceptable as relevant experience". Does this mean that projects in which the US small business (submitting for OneIT) was a subcontractor for its Canadian affiliate's projects are not acceptable as relevant experience?
If a small business performed as a subcontractor on the prior project, that performance would be considered a commercial project and would be acceptable as relevant experience.
6 L.3.5.3 144 Are the Small Business Participation Goals required for Small Business on-ramp Offerors? If not, request the corresponding score criteria be removed.
Meeting or exceeding the Small Business Participation Goals is not a requirement to participate, but doing so will be rated more favorably.
In the last solicitation, the government stated that "Experience or past performance of a parent or affiliated company can be considered only where the firm's proposal demonstrated that resources of the parent or affiliate will be provided and the parent or affiliate will have meaningful involvement in contract performance." Does the same hold true for this solicitation?
Yes. Experience or past performance of a parent or affiliated company can be submitted and will be considered only where the firm's proposal demonstrates that resources of the parent or affiliate will be provided and the parent or affiliate will have meaningful involvement in contract performance. If relying on this type of experience, a Letter of Commitment must be submitted. Solicitation will be updated in an upcoming Amendment.
For Small Business Participation Goals, L.3.5.3 states in part, "It is the intent of the SEC to consider all closed, active, and potentially awarded task orders under OneIT in determination of the most accurate percentage labor totals for the proposed team."
QUESTION 1: Please verify that the goals are not calculated on a single TO, but on overall percentage of labor totals across all of the prime's TOs.
A 1: Correct. SB Participation will be considered across all task orders, not on a task-order-by-task-order basis.
QUESTION 2: Is the labor percentage total to meet goal calculated across the entire term of the prime's vehicle contract? Or some other timeframe? What is the timeframe used to calculate the participation rate?
A 2: There is no set timeframe.
