About this file
This Addendum No. 1 modifies the original bid specifications for professional post move-out apartment cleaning services at the University of Louisiana at Lafayette's student housing complexes—Legacy Park and The Heritage at Cajun Village. The scope encompasses comprehensive cleaning and sanitization of 506 total apartment units (Legacy Park: 37 singles, 196 doubles, 62 triples; The Heritage at Cajun Village: 111 doubles, 37 triples, 63 quads) following resident move-out. Work must be completed between August 3–18, 2026, with the bid due date of July 29, 2026 at 1:00 PM. Mandatory site visits are required; no pre-bid meeting is scheduled. The initial contract period runs through June 30, 2027, with options to renew for up to four additional twelve-month periods at the same prices and terms, subject to mutual agreement.
The addendum addresses ten vendor questions clarifying specification details, including bathroom configurations (one per bedroom), invoicing procedures based on units actually cleaned as determined by the University, summer turn volume (approximately 30 full apartments per complex plus 80 bed spaces), exclusion of units with summer storage from the cleaning scope, trash disposal responsibility (contractor hauls to University-provided dumpsters), and daily room list prioritization for cleaning sequencing. The University will provide campus parking through a vehicle registration process with transportation services. Bidders must supply all cleaning materials and maintain Commercial General Liability insurance of $1 million per occurrence and $2 million general aggregate, plus Workers' Compensation coverage per Louisiana law. Work is permitted on weekends and outside standard business hours, though University employee escorts are required if units contain occupants. The University operates on Net 60 payment terms and is exempt from Louisiana sales and use taxes; vendors must include applicable taxes in bid pricing.

Item No. 1 – Responses to vendor questions:
Vendor question: Department response:
(1) The specifications state "One (1) restroom per unit unless otherwise indicated." Please confirm the number of bathrooms per unit for each bid line item: Legacy Park Single, Legacy Park Double, Legacy Park Triple, The Heritage Double, The Heritage Triple, and The Heritage Quad.
Each bedroom has their own bathroom. A single will have one, a double will have two, triple will have three and a quad will have 4
(2) Please confirm that the contractor will invoice at the awarded unit price for units actually cleaned, with the number and identity of units determined by the University at the time of service.
Invoicing will include the number of rooms/spaces that have been completed by the awarded bidder
(3) Approximately how many units required cleaning during the most recent summer turn (in total or by complex)?
The most recent summer turn included approximately 30 full apartments in each complex (Legacy and Heritage) with approximately 80 bed spaces also completed
(4) Are units participating in the University's Apartment Storage program (units containing stored resident belongings) included in the cleaning scope? If so, what is expected in bedrooms containing stored belongings?
Bed spaces that have summer storage will not be cleaned nor touched.
(5) Will the University provide on-site dumpsters for trash removed from units, balconies, and patios, or is the contractor responsible for off-site hauling and disposal?
The university has dumpsters already provided around the apartment grounds, and it is the responsibility of the awarded bidder to haul any trash to those dumpsters.
(6) Will all buildings and units be available to beginning August 3, or will units be released in phases as checkouts and University inspections are completed?
Room List will be provided on a daily basis for what is needed as priority to be cleane
(7) In regards to post cleaning inspections and operations flow, can we clean the additional units while while awaiting Housing inspection of completed units?
Room List will be provided on a daily basis for what is needed as priority to be cleaned. The bidder will work with the property manager to provide more units if completed ahead of schedule

Vendor question: Department response:
(8) Is work permitted on weekends and outside standard business hours within the August 3–18 window?
Yes. Work is permitted on weekends and outside of standard business hours, but if a unit has any occupants inside, a university employee must escort the bidder
(9) What parking and staging areas will be available for cleaning crews and equipment at each complex, and are any campus parking permits required- if so will we be provided it or do we have to pay for it?
Once the contract is awarded to a bidder, we will get license plates of all workers that will be on campus and send that list over to transportation services to be "flagged". Those vehicles will be eligible to park in the lots provided around the complexes.
(10) Some of the units are stated as not being able for cleaning due to not being occupied, is there an amount that I should exclude from the bid proposal?
Some rooms already have occupants in them, and those rooms do not need to be cleaned. That should not affect the amount of each room being bid on
