About this file
This is an addendum to a sealed bid solicitation issued by Northwestern State University, under the Office of Facility Planning & Control in Natchitoches, Louisiana, for the demolition of Prudhomme Hall under Project #01-107-24-05. The scope of work encompasses building demolition, asbestos-containing material (ACM) abatement and removal, disposal of hazardous materials, decontamination, air monitoring, respiratory protection, worker protection measures, and site restoration including seeding. A mandatory pre-bid conference is scheduled for October 13, 2026 at 10:00 a.m., with sealed bids due October 29, 2026 at 2:00 p.m. The contractor must complete all work within 75 consecutive calendar days from issuance of the Notice to Proceed. Newman Marchive Incorporated serves as the architect and environmental consultant. Award will be made to the lowest responsible bidder, and contract execution must occur within 10 days of award notification.
Bidders must provide bid security equal to 5% of the total bid amount in the form of a certified check, cashier's check, or bid bond from an approved surety company. Upon award, the contractor must furnish a Performance Bond and Labor and Materials Payment Bond, each equal to 100% of the contract sum. A Louisiana State Contractor's License for Building Construction or Rigging, House Moving, Wrecking, and Dismantling (Classification 1.10) is mandatory and must be listed on the bid envelope. Liquidated damages are assessed at $250 per calendar day for completion delays beyond the deadline. All bidders must comply with Louisiana Revised Statutes requirements including non-collusion affidavits, criminal conviction attestations, employee verification system compliance, and workers' compensation insurance certification. No bid may be withdrawn for 30 days following bid opening. The project is contingent upon state bond commission approval and legislative appropriation of funds. The University reserves the right to award items separately, grouped, or on an all-or-none basis, and to reject any or all bids.
