About this file

This Draft Performance Work Statement (PWS) is for the Internal Revenue Service (IRS) to maintain access to Google Analytics 360, BigQuery, and Looker Enterprise Platform through Cardinal Path as a distributor. The primary objective is to ensure continued data collection for IRS digital products without interruption, preventing potential data loss and maintaining alignment with the federal government's Digital Analytics Program. The contractor will provide 24/7 access to the existing Google Analytics 360 account, pay annual license fees, cover up to $200,000/year in additional data collection fees, and provide monthly billing summaries.

Key deliverables include initial setup and integration of BigQuery with Google Analytics 4, Google Tag Manager, and Looker Enterprise Platform, with specific requirements for data storage, query optimization, and training. The contract period spans one 12-month base period from 10/01/2025 to 09/31/2026, with four additional 12-month option periods through 09/31/2030. The performance will be offsite, with the contractor responsible for billing administration, data governance, and ensuring compliance with Section 508 accessibility standards for information and communication technology.

DRAFT PERFORMANCE WORK STATEMENT

Google Analytics 360

1.0 INTRODUCTION /BACKGROUND

The Internal Revenue Service (IRS) has been using Google Analytics 360 to collect, store, process, and display behavioral data for our digital products for more than a decade. To ensure continued data collection without interruption, IRS needs to maintain access to our existing Google 360 account through a new contact/billing structure. Switching to a different data collection/storage/processing/reporting infrastructure would involve extensive development and expense to implement, bring IRS out of alignment with the federal government's Digital Analytics Program, and incur the loss of all historical online usage data.

The IRS must obtain access to BigQuery, a Google Cloud Platform product, to ensure data integrity and automate repetitious manual exporting of data to downstream systems, preventing an unidentifiable data error and loss. BigQuery allows the IRS to better achieve its mission by providing precise IRS.GOV web and application data analysis for digital enhancements, enabling efficient operation of IRS self-help digital services and an improved taxpayer experience.

BigQuery reduces the overall cost of operating a fully automated data pipeline, requiring fewer FTE resources.

The IRS must obtain Looker (Google Cloud core) Enterprise Platform, Google's enterprise data reporting and dashboard platform, which integrates with Google Analytics and BigQuery, allows group-level credentials with various role definitions as well as team workspaces, and helps ensure stability as employees come and go. The current version of Looker Studio has several limitations, including only 100MB of available memory, low automated email quotas, and restrictions on reports and data sources.

Google does not sell Google Analytics or Google Cloud Platform products directly to consumers.

These products and services are sold through a distributor called Cardinal Path, which has been the subcontractor on previous Google Analytics contract vehicles. The IRS must procure through an intermediary but will not need managed services, which federal employees are able to provide.

2.0 TASK ORDER OBJECTIVE

The objective of the PWS is to provide continued access for data collection from Google Analytics to include access to the Looker (Google Cloud core) Enterprise and access to BigQuery.
