About this file
This amendment to solicitation 5000152109-23-ATL seeks accounting and tax law training program services for the Department of the Treasury Internal Revenue Service. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 on the Standard Form 30 or by separate letter prior to the hour and date specified in the solicitation. The amendment provides answers to additional questions from offerors, clarifying that courses proposed under an "all you can eat" model with an administrator overseeing access would not require dual approvals for individual orders, and instructing offerors to submit a Section 508 Evaluation Matrix identifying any areas of nonconformance along with proposed follow ups for improvement.

Questions and Answers
• In reviewing the RFQ document, we see that you are looking for courses to be 508 compliant. If our catalog of 900+ courses are not 508 compliant does it make sense for us to submit an RFQ?
o At this point our courses are not 508 compliant, but as we value the partnership with the IRS, we are willing to look into this requirement. Can you help better understand exactly what you are looking for?
o Would it be a matter of so many courses being 508 compliant?
Response: Please complete the Section 508 Evaluation Matrix to specifically identify the items/areas that do not conform to 508 and submit with your proposal. While we would still need to have our 508 office review your matrix and might ultimately reject it, it is common to have a VPAT or matrix that has some items that have planned follow ups to improve. Similarly the service may agree to accept some limited non fully compliant areas. Your second question is a good one, we at the IRS for over 30 years have had recruitment programs to hire people with disabilities, so when it comes to 508, this is not a check the box exercise for the IRS. We know that a portion of our employees using this service will need accessibility access, particularly for low vison and blind users.
• Since we plan to propose an “all you can eat” model with an administer(s) acting as a gatekeeper, would that negate the requirement for the dual level of approvals for “orders”?
Response: The dual level of approvals for orders would not be necessary if the “all you can eat” model will allow authorized users the ability to take unlimited courses as needed.
