Performance Work Statement (PWS) Internal Revenue Service (IRS) Accounting and Tax Law

Training Program Human Capital Office

C.1 INTRODUCTION AND BACKGROUND

The Internal Revenue Service (IRS), Human Capital Office (HCO), and Operating Divisions have a requirement for Commercial-Off-the Shelf (COTS) accounting and tax law training courses in primarily an e-learning (Web-based learning, computer-based learning, virtual education opportunities and digital collaboration) format for IRS employees. The IRS Accounting and Tax Law Training Program is an on-going agency wide program which assists the IRS in meeting the challenges of tax administration by providing its employees technical and specialized training courses for employee development and maintaining Certified Public Account (CPA) certification. The tax law and accounting related topics, including state ethics courses, will be accessed as a part of standardized training curriculum or continuing professional education. The use of technical and specialized courses allows IRS employees to learn and apply tax law and accounting principles that are critical to job performance. IRS Operating Divisions use the program contract to meet agency training strategies and employee Continuing Professional Education (CPE) training requirements.

IRS employees require access to technical training courses on a secured established Learning Management System (LMS) platform which allows them to choose from an extensive range of job related technical subjects to maintain their current CPA license, technical knowledge, stay abreast of tax law changes, and learn about emerging or new tax issues. The contractor is required to be the sole proprietary owner of the secured LMS courses, have a proven background in supporting, producing and delivering a wide range of online training material, have the ability to provide training courses in an e-learning format, and provide access to monitor and manage continuing education compliance.

The work involves strategic management of business processes, continuing review of technology systems to effectively and efficiently meet IRS services, enforcement, and operational missions. The work requires continued exploration of innovative strategies that keep pace with the realities of tax environment, including a sophisticated use of LMS, along with maintaining an infrastructure for the efficient flow of course data and information, including the capture and sharing of the National Association of State Boards of Accountancy (NASBA) certification requirements. It requires a comprehensive and interrelated system to tie together IRS’s strategy, metrics, training, knowledge management, data management, and networks. It requires systems and processes to address and implement changing tax laws and corporate operations.

C.2 OBJECTIVES

IRS requires contractor support for educational services and e-learning products that will provide technical accounting and tax law technical training to approximately 3,000 IRS compliance employees annually. The contract objective is to build upon the existing enterprise-wide Accounting and Tax Law Training Program.

The Accounting and Tax Law Training Program includes the delivery of technical tax, accounting, auditing, finance and business ethics courses; and the design and development of customized courses. IRS Operating Divisions orders and completes over 5,000 e-learning courses annually. IRS employees must have access to technical training courses on a secure established LMS platform which allows ability to choose from an extensive range (at least 300) of technical subjects in order to maintain their current National Association of State Boards of Accountancy (NASBA) CPA license, technical knowledge, stay abreast of tax law changes, and learn about emerging or new tax issues.
