About this file
This document is a University of New Mexico (UNM) Proposed Sole Source Procurement Form dated March 1, 2025, involving Project ECHO and a contract with Lan Nguyen for technical assistance and operational support. The proposed contract covers the term from April 1, 2025 to March 31, 2026, with a total value of $94,800. The scope of services includes supporting new projects in Vietnam, participating in strategy conversations, developing strategies for the Vietnam ECHO community, and completing administrative tasks and reporting.
The sole source justification is based on Lan Nguyen's unique qualifications and expertise, including her deep understanding of the ECHO model, established relationships with Vietnamese government officials, and experience in the healthcare sector. Nguyen has previously trained and supported 10 ECHO hubs, established partnerships with key organizations like the WHO Country Office Vietnam, Hanoi Medical University Hospital, and the National Dermatology Hospital, and led COVID-19 management sessions. No alternative vendors were contacted due to the specialized nature of the required services, and Nguyen's local knowledge and cultural understanding are deemed critical for the successful execution of Project ECHO's global initiatives.
