About this file

This document is a 2021 Sole Source Request and Determination Form from Northern New Mexico College (NNMC) for a one-time purchase from Hexagon Manufacturing Intelligence. The procurement involves acquiring a Hexagon Absolute Arm V3P, 8320, 7-Axis measurement system and associated equipment, including a portable base station, laptop, training package, and accessories. The total contract value is $60,000, with the term specified as a single purchase transaction.

The sole source justification centers on Hexagon's unique metrology equipment capabilities, with NNMC identifying specific criteria including high precision, portability, measurement flexibility, system reliability, compatibility, support availability, and cost-effectiveness. Hexagon is identified as the sole manufacturer of the Absolute Arm in the United States, with the equipment offering industry-leading precision for 3D measurement and inspection applications. The agency conducted due diligence by researching available sources and confirming Hexagon as the manufacturer, ultimately determining that no alternative solutions could meet their precise measurement and quality control requirements as effectively as the Hexagon system.

IV. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

The Northern New Mexico College (NNMC) established specific criteria to ensure that the selected measuring system would meet the needs of the contract efficiently and effectively. These criteria were developed based on the necessary functions required for accurate and reliable measurements in NNMC operations.

1. High Precision and Accuracy – The measuring system needed to provide extremely precise results to ensure compliance with quality standards and regulatory requirements. The ability to measure complex shapes and surfaces with a high level of detail was essential.

2. Portability and Ease of Use – The system had to be portable and easy to set up in different locations, allowing staff to conduct measurements efficiently without requiring extensive reconfiguration. A system that could be transported easily would minimize downtime and improve workflow.

3. Flexibility in Measurement Capabilities – The device needed to measure a variety of components and materials, including irregular and curved surfaces. This flexibility would ensure it could be used across multiple applications within the agency.

4. Reliability and Durability – NNMC required a system that could withstand regular use in different working environments without frequent breakdowns or calibration issues. This would reduce maintenance costs and ensure consistent performance over time.

5. Compatibility with Existing Systems – The selected solution needed to integrate with the agency’s current software and digital tools, allowing seamless data transfer and analysis. This would enhance productivity and reduce the need for additional training or modifications.

6. Support and Training Availability – The vendor had to offer strong customer support, including training for agency staff and ongoing technical assistance.

Ensuring that employees could use the system effectively would maximize its value and performance.

7. Cost-Effectiveness – While performance and reliability were top priorities, the agency also considered cost-effectiveness. The selected system needed to provide the best long-term value, balancing initial investment, maintenance, and operational costs.

The Hexagon Absolute Arm was chosen because it met all these criteria, ensuring that NNMC could perform precise and efficient measurements while maintaining flexibility, reliability, and cost-efficiency.

V. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes the prospective contractor the one source capable of providing the required professional service, service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

Hexagon is the sole manufacturer of the Absolute Arm, along with the optional software modules in the United States. Products are solely manufactured and duly authorized to be services by Hexagon Manufacturing Intelligence.

VI. Provide a detailed, sufficient explanation of how the professional service, service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.

The Hexagon Absolute Arm is a state-of-the-art, high-precision portable coordinate measuring machine (CMM) designed for advanced metrology applications. It stands out due to its unique combination of accuracy, portability, and innovative technology, making it an essential tool for precision measurement tasks across industries such as aerospace, automotive, and manufacturing.

The Hexagon Absolute Arm’s unique features directly contribute to the objectives of the contract, which may involve precise dimensional inspection, quality assurance, or reverse engineering. The unmatched accuracy and flexibility of the Absolute Arm ensure that critical components meet required tolerances, improving product reliability and compliance with international industry standards (e.g., ISO 10360-12, ISO 10360-8 Annex D). Its portability and real-time scanning capabilities further streamline workflows, reducing operational costs and enhancing productivity. Given these factors, no other measurement system provides the same combination of performance, efficiency, and adaptability, making the Hexagon Absolute Arm the optimal choice for this contract.

VII. Explain why other similar professional services, services, construction or item(s) of tangible personal property cannot meet the intended purpose of the contract.

The Hexagon Absolute Arm is a specialized metrology device designed for high-precision 3D measurement and inspection. Other similar professional services, equipment, or construction solutions cannot meet the intended purpose of the contract due to the following reasons:

1. Unmatched Precision and Accuracy – The Hexagon Absolute Arm offers industry-leading precision and repeatability, which is critical for quality control and reverse engineering applications. Alternative solutions may lack the required measurement accuracy.

2. Integrated Absolute Encoders – Unlike other measurement arms, the Hexagon Absolute Arm has built-in absolute encoders that eliminate the need for referencing before use, improving efficiency and reducing setup time.

3. Compatibility with Advanced Probing and Scanning Technologies – The Absolute Arm is designed to work seamlessly with laser scanners and tactile probes, providing a hybrid solution that is not easily replicated by other products.

4. Industry-Specific Certifications and Standards Compliance – The Hexagon Absolute Arm adheres to industry-specific standards, such as ISO 10360-12 for articulated arm coordinate measuring machines, ensuring compliance with stringent quality requirements.

5. Proprietary Software Integration – The Absolute Arm integrates with Hexagon's proprietary metrology software, offering enhanced data analysis, reporting, and automation capabilities that may not be compatible with alternative solutions.

6. Proven Reliability and Support – Hexagon is a leader in metrology and provides extensive customer support, training, and service, which may not be matched by other manufacturers.

Because of these unique advantages, no other professional services, equipment, or construction solutions can fully meet the intended purpose of the contract as effectively as the Hexagon Absolute Arm.

VIII. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;;

contacting similar service providers; and reviewing the State Purchasing Divisions’ Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.

Northern New Mexico College sought other competitive quotes and found that Hexagon was the manufacturer of the equipment.
