About this file

This is a Sole Source Purchase Form submitted by UNM (University of New Mexico) Purchasing Department for Relias, a provider of medical education software and services. The request is for a 3-year contract with up to 10 years of renewal options, valued at $80,434.00, to provide fetal monitoring, postpartum hemorrhage (PPH), and hypertensive emergency training for OB providers and nursing staff. The service will deliver evidence-based education that adapts to individual learner's base knowledge and provides personalized learning paths.

The justification for sole source procurement is based on Relias's unique capabilities, including their interdisciplinary training approach for both providers and nurses, benchmarking capabilities against large databases, and ability to measure variation in knowledge and judgment. The current vendor was found inadequate as it doesn't provide individual learner assessment or targeted education. Due diligence included consultations with multiple institutions including Boston Medical Center, University of Washington, University of Colorado, and University of Utah. The only alternative vendor considered was AWHONN, which was deemed unsuitable due to its nurse-focused approach and requirement for in-person instruction.

Buyer Team - See Commodity list at http://purchase.unm.edu/department-information/comm-code-listing.pdf Provide a basic description of goods/services to be provided:

This education tool will provide fetal monitoring, postpartum hemorrhage (PPH), hypertensive emergency training for all OB providers and nursing staff. The education is evidence based, updated as needed/required and is based on individual learner’s base knowledge.

Why is this purchase needed?

Our current fetal monitoring education vendor does not provider individual learner assessment, does not gear the education to specific needs of said learner and is also raising prices. The current model allows the learner to retake the same module until they have memorized the correct answer, without actually having to learn to interpret the strip.

With this new vendor, not only will we have a more robust fetal monitoring education platform, we will also have modules for PPH and hypertensive emergencies. These are the top 3 TJC indicated education focuses for providers and nursing staff.

*Example Benchmarking and Variation Report below for nurses on their baseline assessment for Obstetric Hemorrhage course. These nurses received traditional classroom style education prior to taking Relias OB Hemorrhage Assessment – note the significant variation among the nurse team. The blue cross lines are the benchmark and represent the 50% percentile for nurses in knowledge and judgment for over 10,000 completed assessments. Each dot represents an individual nurse's score, green dots are the highest 25th percentile scores and red is the lowest 25th percentile score. This data is actionable and lets leadership see the variation and support the individuals to improve in a positive environment.

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

Relias OB Unique Differentiators:

• Developed and Accredited for Providers and Nurses: With the only program appropriate for both providers and nurses, our unique approach to interdisciplinary training improves communication and collaboration, reinforcing the principles of team-based care.

• Personalized and Efficient Learning: Our personalized learning paths enable clinicians to drive their own experience, learn from clinical vignettes and case-based scenarios, and standardize their clinical knowledge while continually improving readiness to practice.

• Benchmarking Capabilities*: Relias identifies variation using the largest databases to compare the performance of unique peer groups with standardized evidence-based content. Comparison groups for physicians, nurses, and medical residents provide important insights into your teams’ abilities to apply national, evidenced-based guidelines in high-risk areas of OB.

• Industry Expertise: Relias OB is developed, reviewed, and updated by hundreds of physicians and nurses who help ensure the accuracy, relevance, and effectiveness of our content and its alignment with the latest evidence-based guidelines.

• Strategic Partnerships: Our content is reviewed and accredited by leading experts, including the Accreditation Council for Continuing Medical Education (ACCME) and the American Nurses Credentialing Center (ANCC).

• Measure Variation in Knowledge And Judgment: The majority of adverse events stem from lapses in critical thinking and judgment, and these cognitive processes occur continuously while clinicians deliver care. Measuring knowledge without also measuring judgment — a traditional learning approach — is a missed opportunity to identify the leading causes of adverse OB events. Our unique methodology ensures that we have accurate profiles for both learners and teams that lead to the greatest improvement.

• Data Analytics and Targeted Reporting: Relias OB provides insights into team variation — not just completion rates — and measures improvement by specific practice area.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

We found Relias by discussing fetal monitoring with individuals from the following institutions Boston Medical Center, University of Washington, university of Colorado and University of Utah. All of these programs highly recommended using Relias as it helped align understanding between nursing and providers about management of fetal tracings and overall improved education surrounding fetal monitoring for labor and delivery. These institutions also commented on the benefit of having additional modules for maternal sepsis, hypertension and hemorrhage for unit based education.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

AWHONN- nurse focused, not optimal for providers. Requires at least 1 staff member to attend one of their instructor courses and become certified to teach. Individuals have to pay for class materials, and attend an in person class.

Organization would have to decide which course would be offered, basic or advanced, and would need to schedule classes and pay instructor (staff) to teach. No longer a sustainable practice.
