About this file

This is an Invitation to Bid (ITB) document from the New Mexico State Purchasing Division (GSD) for the Anton Chico Water and Wastewater Improvements project, involving the New Mexico Department of Transportation (NMDOT) District 4. The project encompasses comprehensive water and wastewater system improvements for two rest areas located near Santa Rosa, New Mexico, with a bid due date of April 25, 2025, at 2:00 pm. The work includes installation of sewer lines, septic tanks, leach fields, water distribution lines, water storage tanks, booster pumps, chlorine disinfection equipment, nitrate treatment systems, well building expansions, and associated electrical and control systems. A non-mandatory pre-bid meeting is scheduled for April 16, 2025, at the Eastbound Anton Chico Rest Area.

The bid is structured as a unit price contract with multiple line items across different system components, totaling 71 separate bid items for both the eastbound and westbound rest areas. The project requires electronic submission through the eProNM system, with a 5% bid security requirement and potential New Mexico/Native American Resident Preferences available. Bidders must be registered with the New Mexico Department of Workforce Solutions for projects over $60,000, and must provide a subcontractor listing form. The project will require 100% performance and payment bonds, and contractors must comply with prevailing wage rates. Funding appears to be from state sources, with potential restrictions on applying multiple preferences and considerations for federal fund involvement.

Re: Liquid Waste Permit Application for Septic System/Leach Fields NMDOT Anton Chico Eastbound Rest Area on Interstate 40

Dear Steve:

Daniel B. Stephens & Associates, Inc. (DBS&A) is pleased to submit this permit application and attachments for the Anton Chico Eastbound Rest Area. The rest area is located at Interstate 40 (I-40) mile marker 251, approximately 25 miles west of Santa Rosa, New Mexico.

Background

The site is currently served by a conventional septic system and disposal mound. There is an existing effluent pump station for dosing to the disposal field that will continue to be used for low-pressure dosing. Using low-pressure dosing reduced the size of the minimum required absorption area to 3,900 square feet. The capacity of the existing system is adequate, but the existing disposal mound is not properly constructed or engineered and needs to be replaced.

Alternatives Evaluation for on-site wastewater disposal at Anton Chico Rest Areas

SITE:

Westbound and Eastbound rest areas

SUBJECT:

Perforated pipe and gravel leach field calcs, sized for a design flow of 3,000 gpd.

SOURCES OF DATA:

1. NMDOT provided water use data for both rest areas for a period of 3 years, which is the basis of the design flow

2. Test holes were excavated and percolation tests conducted for both rest areas in March of 2023. The soil type was determined to be Sandy Loam (type II)

By Nate Arnold Checked By Jennifer Hill Calculation No. 1

DB23.1049 | 1_PerfPipe_LeachField.docx 1

1. Purpose

Size the leach field for disposal by perforated pipe and gravel.

2. Given

Eastbound Rest Area (Low Pressure Pipe):

Design flow = 3,000 gpd Trench width = 1.5’ Gravel depth = 1’ Min pipe cover = 1’ Total trench depth = 2’ 2’ spacing between trenches NMED Application rate = 2.0 SF/gpd, based on Type II soil Length dependent on available area Absorption credit = 5 SF/LF

Westbound Rest Area (Gravity Pipe):

Design flow = 3,000 gpd Trench width = 3’ Gravel depth = 2’ Min pipe cover = 2’ Total trench depth = 4’ 6’ spacing between trenches NMED Application rate = 2.0 SF/gpd, based on Type II soil Length dependent on available area Absorption credit = 7 SF/LF

Trench sizing and spacing is based on NMAC standards for low pressure pipe and gravity pipe dosing systems.

3. Method

Two methods were compared.

Calculation Sheet

Project No. DB23.1049 Date 4/21/2023

Subject Calculate required size of leach field Sheet 2 of 3

By Nate Arnold Checked By Jennifer Hill Calculation No. 1

DB23.1049 | 1_PerfPipe_LeachField.docx 2

Method 1: From NMAC 20.7.3.703, the application rate is determined based on Soil Type. The total area required was determined based on 6’ between trenches for the westbound rest area and 2’ between trenches for the eastbound rest area.

Method 2: The measured percolation rate is used to determine an application rate.

Method 1 produces a more conservative results, and therefore the results below are based on Method 1.

4. Solution

Eastbound Rest Area:

6,000 SF absorption area required 1,200 LF of pipe minimum (based on 5 SF/LF absorption credit, per NMED standards) 8 trench lines 150’ length 1200 LF of pipe 2 feet between trenches Dimensions = 150’ x 26’ (total area 3,900 SF)

Westbound Rest Area:

6,000 SF absorption area required 860 LF of pipe minimum (based on 7 SF/LF absorption credit) 8 trench lines 110’ length 880 LF of pipe, rounded up based on trench length Dimensions = 110’ x 66’ (total area 7,260 SF)

Existing Conditions:

Q = 3,000 gpd Maximum daily flow

Method: Two methods will be compared, one from the NMED and the other from EPA.

NMED Method

From NMED reference the Absorption Area(AA) is calculated with this equation based on the soil type:
