2021 Sole Source Form

III. Agency is required to state purpose/need of purchase and thoroughly list the services (scope of work), construction or items of tangible personal property of the prospective contract (if this is an amendment request to an existing contract, include current contract number issued by SPD):

The New Mexico State Personnel Office would like to establish 36 months of service and support from Payscale, Inc. for the State of New Mexico's Job Architecture Project and transition to a fully market-based evaluation method for the classified service compensation. The estimated roll out to this new classification and compensation model is July 1, 2025.

Scope of Work:

Payscale will provide the New Mexico State Personnel Office service and support for the use of the subscriptions to the hosted software, including Payfactors Advanced, HR Market Analysis, Peer, and Job Description Management (the "Payscale Products").

During the Subscription Term, Payscale will: (a) provide Customer support for the Payscale Services, and access to the data platform via an online login (b) maintain insurance coverage, (c) give at least 24 hours' notice of planned downtime outside of Weekend Hours via New Mexico State Personnel Office Account and use reasonable efforts to schedule such planned downtime to the extent practicable from 7:00 p.m.

Mountain time Friday to 4:00 a.m. Mountain time Monday ("Weekend Hours"); and (d) be responsible for the performance of its employees and contractors and their compliance with Payscale's obligations under this Agreement. The software is a data platform accessed via Payscale's Online Portal.

IV. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use "technical jargon;" use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

In 2024, a study of the state's classification and compensation system was conducted. The study looked at the state's human resources system from multiple angles, examining current HR policies and procedures, recruitment methods, job classifications and pay structures. The study also benchmarked current pay rates to those offered by the broader government job market.

Key Findings:

Technology and recruitment methods are outdated and do not leverage modern technology, automation, and analytics. Some SPO processes are over-reliant on manual procedures, which are inefficient.

Many job descriptions are outdated, leading to a mismatch between job responsibilities and these descriptions.
