About this file

This is a Federal Compliance Certification form for Contract #SW-C2023A, a Twanoh State Park Lagoon, Shoreline, and Stream Restoration project administered by Washington State Parks through the MRSC Bonfire Procurement Portal. The project encompasses removal of a concrete bulkhead, expansion of an existing saltwater lagoon, construction of a tidal channel, and replanting of salvaged native vegetation around the lagoon's perimeter. Additional work includes removing existing riprap and trees along the shoreline and streambanks, naturalizing the shoreline through installation of large woody debris and bioengineered softshore armoring, performing floodplain expansion work within Twanoh Creek, installing clusters of large woody debris within the stream, removing and replacing a pedestrian bridge and abutments, and installing bioengineered streambanks. Bidders must submit their bids through the designated procurement portal.

The certification requires bidders to comply with multiple federal and state requirements, including non-collusion and ethics standards, federal eligibility verification through SAM.gov for all subcontractors, anti-lobbying requirements with Standard Form-LLL disclosure if contract value exceeds $100,000, and the Bipartisan Infrastructure Law's domestic preference requirements mandating that manufactured products contain at least 55 percent domestic components. The project is subject to both Davis-Bacon federal prevailing wage requirements and Washington State RCW 39.12 prevailing wage requirements, with bidders obligated to pay the higher applicable rate and maintain certified payroll records. The bidder must also comply with the Copeland Anti-Kickback Act, environmental and cultural compliance protocols including Inadvertent Discovery Plans, and affirmative action requirements for minority businesses, women's business enterprises, and labor surplus area firms in subcontracting. Physical construction activities cannot commence until the owner issues a written Notice to Proceed following completion of all required federal and state environmental reviews.
