About this file

This is a Bid Bond Form for the Twanoh State Park Lagoon, Shoreline, and Stream Restoration project (SW-C2023A) administered by Washington State Parks. The project encompasses removing a concrete bulkhead, expanding an existing saltwater lagoon, constructing a tidal channel, and replanting native vegetation around the lagoon fringe. Work also includes removing riprap and trees along shorelines and streambanks, naturalizing shoreline features with large woody debris and bioengineered softshore armoring, and performing comprehensive stream restoration within Twanoh Creek, including floodplain expansion, woody debris installation, pedestrian bridge replacement, and bioengineered streambank installation. Bidders must submit responses through the MRSC Bonfire Procurement Portal at https://mrscrosters.bonfirehub.com/portal. The bidder acceptance period is 60 days from the bid opening date, and successful bidders must execute the contract or provide a performance bond within 15 days of receiving contract forms.

Bid bond requirements are contingent on total bid amount: no bid bond is required for bids of $35,000 or less, while bids exceeding $35,000 require a mandatory bid bond equal to 5 percent of the total bid amount, including all additive alternates. Acceptable bid guarantees must be submitted as single PDF files with the electronic bid submission. Bid bonds for the three lowest bidders will be retained for 30 days or until contract execution; all other bid bonds will be released within 15 days of bid opening. Failure to provide a required bid bond renders the bid non-responsive, and failure of the successful bidder to execute the contract or provide a performance bond within 15 days may result in forfeiture of the bid bond as liquidated damages. Questions regarding bid requirements should be directed to contracts@parks.wa.gov.
