About this file
This is a Justification for Other Than Full and Open Competition (J&A) document submitted by UNICOR, Federal Prison Industries, under the authority of FAR 6.302-1 for brand name procurement. The UNICOR Cumberland Sign Factory in Maryland seeks to procure various 3M brand reflective and specialty materials for signage production on a 2-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract valued at $525,000. The solicitation includes 54 line items of materials such as premask tape, reflective sheeting in multiple colors (red, yellow, white, blue, black, orange, brown), anti-graffiti film, and overlam products in various widths (24" to 54") and quantities (typically 50-yard rolls).
The justification for brand-name-only competition stems from customer performance agreements that mandate the use of 3M brand materials in combination with Manual on Uniform Traffic Control Devices (MUTCD) standards. UNICOR asserts that specific inks required for signage perform optimally only with 3M products and that government agencies require uniformity in exterior signage appearance matching existing installations. Past attempts to offer alternative brands have been rejected by the customer. The procurement will be publicly announced on SAM.gov for 30 days to allow competition among authorized 3M vendors. Fair and reasonable pricing will be ensured through a Producer Price Index attached to contract lines based on historical Cumberland Sign Factory contracts. Three sources expressing interest in the acquisition were identified: 3M, B&H International LLC, and Bhayana Brothers LLC. The contracting officer certified the justification as accurate, and the document is signed by Wesley Newell (Services Business Group Contracting Officer), Michael Southern (Factory Manager), John Dawson (Program Manager), and Josh Hassler (Supervisor Services Business Group).
