SPECIFIC POSITION WORK STATEMENT (SPWS)

John H Kerr Lake

Longwood Park 2 2021 (Option Year 2022)

1. Number Contracts & Schedule: One (1) park attendant contract for Longwood Park 2.

Attendants shall work a 4-DAY-ON / 4-DAY-OFF rotational schedule throughout the contract period. See the attached CALENDARS for actual paid training and working days. Training days will be paid at the contractor's bid price / day rate.

* LONGWOOD-2: 29 March – 31 October 2021 (Total number of working days = 109) o Option Year 2022: 30 March – 31 October 2022 (Working days = 108)

2. Park Information: Longwood Park is located 4 miles south of Clarksville in historic Mecklenburg County, Virginia, on Highway 15. Campground has 65 campsites (33 water & electric, 32 primitive) including two paved universal access sites and one double site. This park operates on the Recreation One Stop system.

The day use area has a swim beach and a reserve-able picnic shelter. (This park does not have a boat ramp-visitors utilize the Corps ramp across the cove; duties for this contract do not include boat ramp.) The park is located 34 miles from the Visitor Assistance Center. Rangers and Deputies routinely patrol the area. Patrol within the park is approximately 2.5 miles. Banking is available in Clarksville, VA. There is no restroom inside the Gatehouse, which is located less than 100 feet from Attendant sites and campground restroom. Campground has an electronic gate which automatically opens and closes. Gate automatically opens on the exit side to allow campers to leave at any time. Entry side has keypad, which uses a changing code.

3. Hours of Work:

Gatehouse hours are:

• 9 AM – 9 PM, Sundays – Thursdays

• 9 AM – 10 PM, Fridays and Saturdays (rangers will post hours at gate house)

• One person of the 2-person team may alternate hours of duty; the gatehouse shall be manned during all work hours. For possible "after-hours emergencies", Contractor shall also remain on duty at their host site nightly, until 9 AM of the morning after the last day of their shift.

4. Area Specific Requirements:

The following are variances from the General Specifications; specific sections are referenced with the differences. Contractor is bound by both:

• Section III. B: Contractor is not required to open gates after hours (campground has electronic gate).

• Section III. B: Contractor is not required to answer after-hours phone calls. Gate house is equipped with an answering machine.

• Section III. C: Does not apply.

• Section V. I.: Does not apply.

• Section V. J.: Contractor shall check park at least once per day and report problems to ranger on duty.

• Section VI.G: Contractor shall sell and account for ALL passes.

• Section VIII. C: Contractor shall provide their own nametags. Example:

*For those with existing name tags, check with COR for approval.

• Section VIII.C.1: Contractor may wear White OR Dark Green "polo-style" shirts

• Section VIII.C.2: Does not apply.

• Section IX.3: In addition to stated items, Government will supply colored markers, staplers, staples, pens, pencils, tape and dispenser, paper, note pads, etc. needed to perform required tasks.

• Contractor also shall:

o Issue gate codes to campers in accordance with prescribed procedures.

o Check out life jackets for the “Life Jacket Loaner Program”. Collect and store the life jackets according to procedures.

o Report Visitors and Water Safety contacts according to prescribed procedure given at Training.

o Check Answering Machine daily; return calls or notify Ranger on Duty if needed.

o As directed, contact campers/visitors by phone to gather needed information, report information to Ranger on Duty.

o Raise and/or lower the American Flag when directed.

o In emergency situations, communicate information from the local 9-1-1 Center to the ranger-on-duty o On occasion sell Day Use passes (Rudds Creek Day Use Park is located across

Hwy 58 and has a separate entrance and gatehouse)

5. Fee Collection: This park operates on the R1S computer system. All government funds until transmitted shall be secured in a permanently installed vault or safe provided by the government at the gatehouse. Contractor shall complete a “Deposit” according to prescribed procedure and will be responsible for converting fees collected to a money order and mailing “Deposit” to R1S.

Attendants shall provide their own change and start-up money.

7. Training: All park attendants shall attend training/orientation for each contract year. See attached calendars for specific training dates. Training will be conducted at the Visitor Assistance Center, 1930 Mays Chapel Road, Boydton, VA 23917, 9 AM – 4 PM. If necessary, additional training will be conducted at the park during hours attendants are on duty.

8. Golf Carts: Must meet specifications as referenced in General Specifications for Park Attendant Services, Section VIII-B. The COR and the Contracting Officer have final approval.
