This notice is being posted as an avenue to provide Request for Quotes, W912PM21Q0010. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. THIS

ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING

REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21Q0010, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 721211 with a small business size standard of $8,000,000.00. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04.

Description of Requirement: Description of Requirement: *Specific list with Contract Line Item Numbers (CLINs) along with performance periods are within the “Contractor Quote Sheet” within the attached documents.

The U.S. Army Corps of Engineers, Wilmington District requests quotes for Gate Attendant Services, for the 2021 Peak Park Season at John H. Kerr Lake in Boydton, VA to include an option period for the 2022 Peak Park Season. Only one award will be made from this solicitation. The resulting purchase order issued from this request will be for one (1) base period plus 1 option period.

52.217-9, Option to Extend The Term Of The Contract

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years.

Evaluation Factors:

Awards will be made to the lowest priced, responsible, responsive bidder, with a responsibility determination made in accordance with Federal Acquisition Regulations (FAR) 9.1, specifically 9.104- 3(b), Satisfactory Performance Record. Issuance of purchase orders will be made in the order which is most advantageous to the Government. Only one offer will be made by the Government for each of the park location.

In accordance with FAR 52.212-1(k), each prospective awardee shall be registered and be active in the SAM database prior to award. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the Internet at https://www.beta.sam.gov or by calling 866-606-8220.

The Government reserves the right to cancel this solicitation.

This announcement and written request for Quote constitutes the only Request for Quote that will be made for this requirement.

INSTRUCTIONS

Please read the instructions and all solicitation documents very carefully before submitting your bids.

All Quote Submission Packages must include the following items:

• A resume for all persons working contract

• Contractor Information Sheet

• Contractor Quote Sheet

- A quote must be given for each position you are interested in; fill in the unit and the total price

- You must quote on the entire base period (all days within the CLIN(s) to be considered

- Please quote only on the parks you are willing to accept. If you are offered a position, but refuse to accept it, you will not be considered for another position within the Wilmington District this year.

• Past Performance Documentation:

- Minimum of 2, maximum of 5 references: Name address, any documentation that supports details of offeror’s past performance in similar work industry (prior work references, past performance appraisals, letters of recommendation or accommodation, audits, exit interview, certificates of accomplishment, etc) specific to skills in areas such as customer service, gatehouse operation, management, financials, computer experience, etc.

• Completed copy of FAR Clause 52.212-3
