About this file
This is a Request for Proposal (RFP) issued by Fairfax County Government for the Operation & Management of a Childcare Center located at the Kingstowne Consolidated Facility in Alexandria, Virginia. The RFP seeks to establish a contract with a qualified, Virginia-licensed childcare provider to operate a center serving 78 children from birth to five years old, with services divided among 4 infant/toddler rooms and 3 preschool rooms. The anticipated contract period is one year with four one-year renewal options, with projected occupancy in fall 2026. An optional pre-proposal conference will be held on September 22, 2025, via Microsoft Teams, and proposals must be submitted electronically through the Bonfire procurement portal.
The childcare center aims to provide affordable, high-quality, full-time early childhood services, with a focus on serving children from low to moderate-income families. The county will provide the facility, initial furnishings, and basic utility services, while the selected contractor will be responsible for daily maintenance, cleaning, operational costs, and liability insurance. The contractor must maintain enrollment with at least 25% of children from families at or below 350% of the federal poverty level, participate in Virginia's quality improvement system, and accept child care subsidies. The county will not provide funding for operational costs, so the contractor must develop a sustainable financial model through tuition, subsidies, and potential fundraising.
