About this file

This is a Statement of Work (SOW) for a Video Teleconferencing (VTC) system technology refresh at Robins Air Force Base, Building 350, for the Strategic Ground Sensor Program Office (AFLCMC/ESGS).

The contractor must procure, install, and configure a modernized VTC system to replace end-of-life backend processing and control hardware while retaining existing large-format displays and mounting equipment. The solution must integrate newly procured hardware with Government Furnished Equipment (GFE), specifically two Beta Brite LED signs (Model 10361211). Required major components include Crestron control products and a Cisco Conferencing Kit, with all hardware and software being new Commercial-off-the-Shelf (COTS) products sourced directly from certified manufacturers—no refurbished or "grey market" items are acceptable. The contractor must decommission and remove the existing EOL system, perform professional installation and configuration, ensure proper licensing to the 78 ABW/SCOIN Account, provide end-user training with an operational guide, and deliver one base year of comprehensive annual maintenance including technical support, software/firmware patching, and break/fix services. The contractor must be a certified Cisco Gold Channel Partner/Integrator and authorized distributor for all required hardware and software. The period of performance is a maximum of 90 days after receipt of order (ARO), with the procurement designated as an urgent Bona Fide Need due to critical command and control (C2) infrastructure failure risk. The contractor must possess immediate execution capability without requiring extended administrative onboarding or security clearance sponsorship. All installation work must occur during standard duty hours with coordination of mandatory physical Government escorts, and the contractor must submit Visit Authorization Requests (VARs) to Robins AFB, C3I, and ESGS security teams no later than one week prior to on-site work. The solution must comply with FCC Class A/CE and RoHS directives and must be DPAS-rated with DO-A7 priority. No partial shipments or payments are authorized; the vendor must deliver complete, turn-key capability. Deliverables include the installed and operational VTC system, system design and configuration documentation, warranty and licensing information, and a project completion report.

Strategic Ground Sensors SVTC Tech Refresh

Date: 03 August 2026 – Updated

1.0 Background

The Strategic Ground Sensor Program Office (AFLCMC/ESGS) relies on a secure Video Teleconferencing (VTC) system located in Building 350 to conduct critical, classified (SIPR) communications and mission operations. The core routing, audio processing, and control hardware of the current VTC system has reached its End-of-Life (EOL). This aging infrastructure poses risks to system reliability, supportability, and overall mission readiness. While the existing large-format visual displays and mounting hardware remain viable and will be retained, the backend processing and control infrastructure requires an immediate technology refresh to restore full operational capability and ensure reliable, secure communications.

2.0 Objective

The purpose of this Statement of Work is to procure, install, and configure a modernized Video Teleconferencing (VTC) system for the AFLCMC/ESGS in Building 350, Robins AFB.

The contractor shall upgrade the EOL system by integrating newly procured backend hardware with specified Government Furnished Equipment (GFE) to deliver a fully operational, turnkey VTC solution.

3.0 Scope of Work

The contractor shall provide all cabling, labor, configuration, and testing necessary to deliver a fully functional VTC room integrated with existing GFE. The contractor must ensure seamless physical and logical integration of the new components with the existing Government-provided displays, mounts, and indicator signs.

The scope includes:

3.1 Systems Procurement: Procure all required VTC hardware and software as a complete, integrated system. The solution must include major components such as Crestron control products, Cisco Conferencing Kit, and all other items required to provide full network connection and video capabilities. All hardware and software must be new Commercial-off-the-Shelf (COTS) products sourced directly from certified manufacturers. No refurbished, recertified, or "grey market" items will be accepted.

3.2 Installation and Integration

• Decommission and remove the existing EOL VTC system from the main conference room.

• Perform a professional installation and configuration of all new equipment.

• Ensure all new equipment is properly added and licensed to the existing 78

ABW/SCOIN Account for Building 350 C3I.

• Operational Continuity & Schedule Coordination: All physical installation, integration, and testing will be performed during standard duty hours. To minimize mission disruption and coordinate the mandatory physical escorts within the secure workspace, the contractor must pre-coordinate the installation schedule and daily timing with the Government Point of Contact (POC) prior to execution. The contractor shall develop and deliver a detailed shift schedule to ensure the Government can plan for the required personnel who must remain present in the conference room to escort the installation team throughout the performance window.

3.3 End User Training

• Once installed and operational, the contractor shall provide an instructional block to end users on all the functions and capabilities of the newly installed system.

• Provide a guide for operation of the VTC system.

4.0 Performance Requirements:

4.1 Vendor Certification: The contractor must be a certified Cisco Gold Channel Partner/Integrator and an authorized distributor and installer for all other hardware and software required for this project.

4.2 Contractor personnel must be physically escorted by Government personnel at all times while in the secure areas of Building 350. Because all classified operations and official work must completely cease in the immediate area during installation, the contractor must closely coordinate all on-site activities with the Government security team to minimize the duration of the operational outage. The contractor must submit official Visit Authorization Requests (VARs) to the Robins AFB, C3I, and ESGS security teams no later than one (1) week prior to the scheduled start of on-site work to ensure escorts are scheduled and the facility outage is pre-coordinated.

4.3 Compliance: The solution must be compliant with Federal Communications Commission (FCC) Class A/CE and the Restriction of Hazardous Substances (RoHS) directive.

4.4 DPAS Rating: The contractor will acknowledge and adhere to all regulations of a DPAS (Defense Priorities and Allocations System) rated contract with a DO-A7 rated order. The contractor is legally required to prioritize this order over non-rated orders to meet the mandated delivery schedule.

4.5 Dual-Mode Room Annual Maintenance: The contractor shall provide one (1) base year of comprehensive annual maintenance for the dual-mode VTC system following successful installation and government acceptance. This maintenance shall include technical support, critical software/firmware patching, and break/fix services to ensure the continuous operational capability and seamless switching of the dual-mode environment.

4.6 Shipping and Logistics: No partial shipments or partial payments are authorized.

The vendor must deliver a complete, turn-key capability within the mandated period of performance.

5.0 Government

The Government will provide the following equipment for contractor integration. The contractor shall not include the cost of these items in their proposal, but must account for the labor required to install and integrate them:

Item Description Model Number Quantity LED Sign Beta Brite 10361211 2

6.0 Deliverables

Deliverable Quantity Complete VTC System (Installed and Operational) 1 System Design and Configuration Documentation 1 All Applicable Warranty and Licensing Information 1 Project Completion Report 1 Dual-Mode Annual Maintenance Coverage begins upon Final

System Acceptance.

7.0 Period of Performance

The period of performance for this project is a maximum of 90 days after receipt of order (ARO). Because this technology refresh mitigates an impending failure of critical command and control (C2) capabilities, time is of the essence. The contractor shall aggressively expedite hardware procurement, staging, and physical installation to achieve full operational capability as early as possible within the 90-day ARO window.

8.0 Schedule Criticality and Execution Readiness

This procurement action represents an urgent Bona Fide Need of the Government. Due to the End-of-Life (EOL) status of the existing infrastructure and the daily risk of catastrophic system failure, the Government cannot absorb transition delays. The contractor must possess the immediate capability, workforce, and facility familiarity to begin execution processing (including hardware ordering and schedule coordination) immediately upon contract award, without requiring extended administrative onboarding or security clearance sponsorship.
