About this file
This is a Single Source Justification document for a simplified acquisition submitted by the 5th Contracting Squadron. The contracting activity seeks to procure cold weather gear in various quantities and sizes with assigned national stock numbers for the 5th Security Forces Squadron under Purchase Request/Local ID Number F3C35F6022AW02. The estimated contract cost is redacted.
The justification cites FAR 8.002(a)(1)(v), which designates the Defense Logistics Agency (DLA) as a mandatory source for supplies. Specifically, DLA Troop Support is identified as the Integrated Materiel Manager for common uniform and individual equipment items (Class II). The memorandum dated August 1, 2025, from DLA Troop Support designates Base Supply Stores as authorized ordering offices and resale distributors, with ENVISION listed as the managing entity for the Base Supply Store at Minot Air Force Base. The contracting officer, Nitra Latta (GS-13), determined on February 12, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). No efforts to obtain competition or steps to preclude future single source awards are indicated, as both sections are marked N/A. The supporting documentation includes a current list of 26 authorized distributors nationwide for DLA Troop Support procurement, all operating as blind industries and related organizations.
