About this file

This is a Scope of Services document for Marion County, Florida, establishing a prequalification process for professional consulting firms to provide feasibility analysis services for tourism development initiatives. Marion County seeks to engage multiple qualified firms on an as-needed, task order basis to conduct individual feasibility analyses supporting strategic planning, funding pursuits, and implementation of projects that enhance the County's tourism assets and economic impact. The scope encompasses market analysis, economic and financial feasibility studies, site and infrastructure evaluation, concept development, trail and facility enhancement analysis, and reporting with presentations to County staff and the Board of County Commissioners. Deliverables include individual feasibility reports, supporting data and maps, executive summaries, and presentation materials. The initial contract term is three years with the option to renew for up to two additional two-year periods contingent upon mutual agreement and satisfactory performance.

Project assignments will be distributed among awarded firms on a rotating basis to the extent practicable, with the Tourist Development Department considering factors including firm qualifications, relevant experience, timeliness, current workload, available capacity, past performance, and ability to meet County-required schedules. The County emphasizes timely project completion and does not guarantee any minimum or maximum amount of work. Firms must submit with their proposals a schedule outlining typical turnaround times for similar projects. Evaluation criteria include experience conducting tourism and recreation feasibility studies for public-sector clients, qualifications of key personnel, demonstrated understanding of Florida tourism and outdoor recreation markets, ability to meet project schedules and budgets, and relevance of submitted case studies. Firms must submit one representative case study demonstrating relevant experience with tourism-related feasibility analysis or similar public-sector work, focusing on the firm's analytical approach, key assumptions, and understanding of data requirements rather than a completed study.

• The County places significant emphasis on Ɵmeliness. Project schedules and the required compleƟon Ɵmeframe will be a primary factor in determining which firm is assigned a given task.

• Firms shall submit, as part of their proposal, a schedule outlining their typical turnaround Ɵme for projects of a similar nature, and each assigned task will include a project-specific schedule that must be agreed upon by the County and the selected firm prior to commencement of work.

• Firms may be assigned more than one project concurrently, provided their workload and capacity allow them to meet all required schedules.

• Project assignments may vary based on operaƟonal needs, scheduling requirements, and the best interest of the County.
