SCOPE OF SERVICES
DIGITAL NG911 RECORDING SOLUTION
(CHATHAM COUNTY E-911)
5.1 GENERAL BACKGROUND:
Chatham County E-911 Communications Services is the consolidated Public Safety
Answering Point (PSAP) for Chatham County, providing 911 and emergency dispatch services to all municipalities within the County, with the exception of Tybee Island and Hunter Army Airfield (HAAF), each of which operates its own dispatch center. The center manages a high call volume of approximately 600,000 calls annually and supports multiple emergency service agencies across law enforcement, fire, and emergency medical services.
The mission of Chatham County E-911 Communications Services is to deliver fast, accurate, and reliable emergency communications that directly support public safety and the welfare of the County’s residents and visitors. The center operates with a complex technology environment that includes CentralSquare Enterprise CAD, Motorola P25 trunked radio, Intrado VIPER 7 for 911 call handling, and Mitel telephony for administrative and alarm lines, with a planned migration to Cisco VoIP.
In support of its mission, Chatham County E-911, seeks to procure a modern, fully integrated digital recording system capable of reliably capturing, retaining, and managing NG911-compliant voice and multimedia communications.
The County intends to select a vendor capable of delivering a complete, turnkey system as a solution that will meet both current operational requirements and anticipated future needs, including expansion into a new public safety facility.
The County intends to secure a contract for a fully functional, NG911-compliant digital recording system as a solution, that is capable of recording 911 emergency calls, Motorola P25 radio traffic, administrative and alarm lines, and NG911 multimedia such as text messages, images, and video. The system must meet current operational needs, comply with applicable legal and regulatory requirements, and be adaptable for future technology upgrades.
5.2 SCOPE OF WORK:
The contract awardee will be required to design, configure, implement and support the complete, turnkey digital NG911 recording system solution for Chatham County E-911 Communications Services.
5.2.1 REQUIREMENTS:
Contract awardee:
(a) Shall meet the County’s insurance and indemnification requirements, which will be incorporated into the final contract.
(b) Shall maintain Cyber Liability Insurance in an amount sufficient to cover incidents of unauthorized access, disclosure, or loss of 911 call data, personally identifiable information, and associated multimedia records.
Proof of such coverage must be provided prior to contract execution and maintained for the life of the contract.
(c) Shall be responsible for migrating at least the most recent three (3) years of retained data, audio and metadata, and must include verification and validation of migrated data, as well as a rollback plan in the event of a failure.
(d) Shall have the capacity to ensure data retention of three (3) years. Data must be maintained in accordance with the Georgia Open Records Act
(O.C.G.A. § 50-18-70 et seq.) and the Georgia Records Act (O.C.G.A. §
50-18-90 et seq.).
(e) Provide/designate a dedicated Project Manager who will oversee the entire project, including planning, installation, configuration, testing, data migration, and system cutover. The Project Manager will serve as the primary point of contact with the County throughout implementation.

(g) *All Proposers will be required to acknowledge the County’s vendor policy for software systems (version 2021.08.26).
5.3 SCOPE OF SERVICES:
Chatham County E-911 Communications Services operates in a demanding and mission-critical environment. The current configuration includes CentralSquare Enterprise CAD, Motorola P25 trunked radio via AIS, Intrado VIPER 7 for 911 call handling, and Mitel telephony for administrative and alarm lines, with a planned transition to Cisco VoIP.
Currently, the County has (28) twenty-eight positions that require recording. In approximately two years, the County will relocate to a newly constructed public safety facility that will expand to accommodate forty-eight (48) VIPER call-handling positions and forty-eight (48) Motorola AXS dispatch consoles, to include scalability to expand up to a total of (65) sixty-five positions for future growth.
While the County has defined the minimum required capabilities for this procurement, Chatham 911 is also interested in learning about additional features that could enhance operations in the future. These optional features, while not mandatory, will be considered as part of the RFP response and overall value assessment. Examples include, but are not limited to, screen recording of dispatch positions, AI-based transcription, automated audio redaction, advanced AI-driven search capabilities, AI-assisted quality assurance scoring, RapidSOS integration, cloud or hybrid deployment options, mobile applications for playback and system monitoring, and API access for integration with other analytics or reporting platforms. The County may consider these capabilities in evaluating the overall innovation and long-term adaptability of the proposed solution.
5.3.1 SYSTEM REQUIREMENTS:
(a) Record all audio and associated metadata from the County’s Intrado
VIPER 7 call-handling system and Motorola P25 trunked radio system through a certified AIS interface supporting no fewer than seventy (70) talk groups. Administrative and alarm line recording shall be supported for the current Mitel system and must also be compatible with Cisco VoIP Built-in-Bridge or SPAN-based recording.
(b) System must integrate with CentralSquare Enterprise CAD, allowing for incident and case number capture and enabling searches and playback by these identifiers. NG911 multimedia, including text, images, and video, must be supported. Built-in audio redaction tools are required to allow secure removal of sensitive content without altering the original file.
(c) Redundancy is critical. The system must support parallel recording at both the Primary and Alternate PSAPs and ensure automated failover in the event of a fault. Continuous monitoring must be included, with real-time health monitoring and alerts delivered simultaneously to County IT staff and 911 staff if recording interruptions or system faults occur.
(d) System must include robust search and retrieval capabilities, annotation and incident-linking features, and simultaneous playback for multiple users without performance loss. Exports must be in non-proprietary formats (WAV, MP4, CSV) and must include digital authentication and certificates of authenticity to confirm evidentiary integrity. The system must also be capable of packaging complete incident reconstructions, including audio, metadata, and related files, suitable for legal proceedings.
In addition, the system must support multi-factor authentication (MFA) and single sign-on (SSO) integration with Azure AD using SAML or
OIDC.
(e) The system must include strong reporting capabilities for usage, channel utilization, call volumes, retention compliance, and system health, with export options to CSV, Excel, and PDF.
(f) Security requirements must include compliance with the Criminal Justice
Information Services (CJIS) Security Policy and the Health Insurance
Portability and Accountability Act (HIPAA). Vendors must demonstrate compliance with the current version of the CJIS Security Policy and provide a SOC 2 Type II report or equivalent certification. All recordings and metadata must be encrypted in transit, at rest, and during backup/retrieval. The system must implement role-based access control (RBAC) following least-privilege principles, support time-limited accounts, and maintain tamper-evident audit logs with export and retention capabilities documenting all user actions.
(g) Contract awardee shall ensure high system availability, with a target uptime of 99.999%. Disaster recovery measures must include geographically diverse redundant storage or equivalent safeguards to maintain operational continuity.
