About this file

This is an Addendum No. 1 to the invitation to bid issued by the Washington State Parks and Recreation Commission for the Fish Passage and Habitat Restoration project at Willapa Hills State Park in Pacific County, Washington. The project involves repairing a fish passage barrier on an unnamed tributary to the Willapa River by removing two existing 3-foot-diameter culverts and installing a 10-foot-wide by 100-foot-long bridge. The scope of work encompasses site preparation, clearing and grubbing, culvert removal, trail fill excavation, stream channel construction, pre-cast abutment installation, bridge installation, trail approach fill and gravel installation, bridge concrete finishing, planting, site cleanup, and associated utilities work. The addendum revises the bid opening date and submittal deadline to 1:00 p.m. on Tuesday, May 12, 2026. No pre-bid walkthrough is scheduled, but field visits can be arranged by contacting Project Representative Tim Bell at (360) 725-9759. In-water work must be completed by September 30, 2026, with substantial completion of all other work by October 31, 2026. The contractor is responsible for acquiring all building permits from Pacific County for the prefabricated bridge structure.

The estimated bid range is $409,500.00 to $500,500.00. Bidders must register as vendors on the MRSC Bonfire Procurement Portal and submit bids electronically through the State Parks Public Opportunities section. Prevailing wage rates established by the State of Washington are applicable. Bidder responsibility will be evaluated in accordance with Division 00 supplemental responsibility criteria. Diversity goals have been established at 10 percent for Minority Business Enterprises, 6 percent for Women's Business Enterprises, 5 percent for Washington Small Businesses, and 5 percent for Veteran-owned businesses. For projects valued at $1,000,000 or more, subcontractor listings and 15 percent apprentice labor participation requirements apply; this project falls below that threshold. Bid results will be published on the MRSC Bonfire Procurement Portal within three business days of the bid opening. The Agency reserves the right to accept or reject all proposals and waive informalities. Bidders will allow 60 days from the bid opening date for bid acceptance by the Agency.
