About this file
This document outlines the bid bond requirements for the Willapa Hills State Park Trail Fish Passage and Habitat Restoration Project (NW-C1222) administered by Washington State Parks. The project involves repair of a fish passage barrier on an unnamed tributary to the Willapa River in Lebam, Washington, including removal of two existing 3-foot-diameter culverts and replacement with a 10-foot-wide by 100-foot-long bridge. Major work items encompass trench excavation safety provisions, site preparation, trail excavation and stream channel work, bridge and abutment installation, and site cleanup. Bidders must submit responses through the MRSC Bonfire Procurement Portal at https://mrscrosters.bonfirehub.com/portal, with bid bonds submitted as part of the electronic bid submission in PDF format. The bidders must allow for a 60-day acceptance period from the bid opening date.
Bid bond requirements are contingent on total bid amount including all additive alternates: no bid bond is required for bids of $35,000 or less, while bids exceeding $35,000 require a mandatory bid bond equal to 5 percent of the total bid amount. Bid bonds for the three lowest bidders will be retained for 30 days or until contract execution with the successful bidder, with all other bid bonds released within 15 days of bid opening. If the successful bidder fails to execute the contract or provide a performance bond within 15 days of receiving contract forms, the bid bond may be forfeited as liquidated damages. Failure to provide a required bid bond will render a bid non-responsive. For further information, bidders should contact contracts@parks.wa.gov or review Section 11.1 of the Instructions to Bidders in the project manual.
