About this file

This is a goods and services template document for Snow College, a Utah-based state institution. The template establishes the framework for procurement activities and outlines standardized requirements for vendor engagement across the college's purchasing operations. The document serves as a master reference guide for conducting requests for proposals and solicitations, including specifications for proposal submissions, evaluation criteria, and contract administration procedures. The template applies to various categories of goods and services that Snow College may procure, with particular relevance to this investment services opportunity involving the management and custody of approximately $34 million in endowment and foundation funds.

The template establishes procurement procedures and requirements that vendors must follow when responding to Snow College solicitations. It addresses compliance with state and federal regulations applicable to nonprofit governmental entities, including adherence to State Board of Regents policies and Snow College's internal policies. The document provides standardized language and procedures to ensure consistent application across all college procurement activities, reducing administrative burden and establishing clear expectations for both the institution and responding vendors. Qualified financial institutions responding to investment services opportunities must demonstrate capability to manage funds in accordance with these established procedures and regulatory requirements throughout the contract term.
