EVALUATION FOR AWARD
Because this search is being conducted as an RFP and per the Illinois procurement laws, the District is not required to choose the proposal from the lowest priced responsible/responsive company. Instead the proposals will be evaluated on the following criteria:
Pricing This measures the total financial commitment of the proposed resource. Evaluation will focus on the comprehensive pricing breakdown (including multi-year subscription models), comparing the overall cost per student/per license against other submissions to determine the best financial value over the proposed term.
Alignment to National and Illinois Standards This assesses how thoroughly the curriculum adheres to mandatory educational guidelines. Submissions must clearly demonstrate and document explicit alignment to both the National Health Education Standards (NHES) and the Illinois Learning Standards for Physical Development and Health across all content and skills taught.
A Variety of Student Engaging Text That Is Updated Regularly This measures the quality and currency of the student-facing materials.
Vendors must demonstrate that their digital platform provides diverse, accessible, and high-interest media (e.g., articles, videos, podcasts) that are regularly maintained and updated to reflect current health data, trends, and scientific information.
All proposals and other materials submitted shall become the property of the District.
Information submitted is or may be subject to the provisions of the Illinois Freedom of Information Act, and merely marking information as confidential is not necessarily sufficient to prevent disclosure.
The Board reserves the right to reject any or all proposals or any part thereof, to waive immaterial technicalities in the quoting, and to accept the proposal deemed most favorable to the Board after all proposals have been examined and evaluated.
Unit Assessments Are Knowledge Utilization or Analysis Level This criterion ensures the assessments drive high-level thinking.
Evaluation will focus on the assessment bank to verify that unit-level summative tasks require students to apply their knowledge or analyze complex scenarios (Knowledge Utilization/Performance Task), rather than simply recalling facts.
Skills Based Aligned to a Variety of Content This confirms the integration of functional health skills. Proposals must show clear, consistent evidence that the NHES functional health skills (Analyzing Influences, Decision Making, etc.) are explicitly taught and practiced across a broad range of health content areas (e.g., mental health, substance use, safety).
Experience and References Submit a minimum of three (3) past and/or current customers that your company has provided similar services as requested in the Scope of Work. Include number of years providing service, description of the service, contact person name, telephone number and email address.
General Consent for Review of Specifications
By filling in the information below the submitter acknowledges that they have reviewed and agree to comply with all of the statements within this Bid Specification document. There are no exceptions to complying with these statements.
