About this file
This is a Heat Protection Safety Requirement Guidance document for the Harris County Flood Control District's Channel Improvements for Pillot Gully project in Texas. The document establishes mandatory safety requirements that all vendors and prime contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards. The guidance requires provisions for protecting workers from heat-related and cold-related illnesses during the execution of work, with specific attention to extreme heat, cold weather, and other adverse weather conditions. When temperatures reach or exceed 90 degrees (considering temperature or heat index), contractors must develop a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water availability, rest periods, and shade. During extended periods of adverse weather, prime contractors are required to provide accommodations to workers as deemed necessary to ensure safety and health.
By submitting a bid and signing the Bid Acknowledgement, vendors explicitly agree to comply with all heat protection safety requirements outlined in this guidance. This requirement is non-negotiable and applies to all contractors participating in the Channel Improvements for Pillot Gully project. The document serves as a binding condition of participation in the bidding process, ensuring that worker safety protocols are established and maintained throughout all project phases.
