About this file

This document is a Standards of Conduct form for Hillsborough County Head Start, outlining professional behavioral expectations for all staff, consultants, contractors, and volunteers working with children. The standards are derived from the Head Start Program Performance Standards (45 C.F.R. XIII Subpart I Section 1302.90) and provide comprehensive guidelines for interacting with children, emphasizing child safety, respect, and appropriate conduct.

The 13-point standards explicitly prohibit various forms of child abuse, including physical, emotional, and verbal mistreatment. Key provisions include implementing positive child guidance strategies, ensuring child supervision, avoiding corporal punishment, respecting each child's unique identity, and maintaining strict confidentiality about personally identifiable information (PII). Violations of these standards may result in disciplinary action up to and including dismissal, and staff must also comply with additional policies such as Hillsborough County Civil Service Rule 11.2 and the Hillsborough County Human Resources Policy Manual.
