About this file
This document contains an evaluation criteria and pricing sheet for a federal contract solicitation seeking doula training program and services. The contractor must train participants in childbirth education, prenatal and postpartum support, birth planning, pain management, lactation support, and newborn care techniques over a minimum of 60 instruction hours. Additionally, the contractor will provide doula services including developing birth plans, emotional and educational support for pregnant women, and collaborating with temporary child caregivers. Pricing must be equal to or lower than rates offered to most favored commercial customers. The evaluation criteria emphasizes technical experience in special populations programs, doula services protocol, knowledge of child custody laws, and ability to serve five specified sites.

As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important Price will be come in selecting the best value for the Government. Technical and Past Performance areas will be evaluated in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers.
