STATEMENT OF WORK
DRD Video Surveillance System Upgrade
1. PROJECT OVERVIEW
The Contractor shall provide a complete video surveillance solution for the Disorientation Research Device (DRD) at Naval Medical Research Unit- Dayton (NAMRU-D) upgrade, including all materials, equipment, installation, and commissioning services.
2. SCOPE OF WORK
2.1 Equipment Supply
The Contractor shall provide all equipment necessary to upgrade the existing camera system. This includes NDAA-compliant surveillance cameras that meet Section 889 requirements for government installations. The Contractor will supply a Network Video Recorder (NVR) system with either standalone Power over Ethernet (POE) switches or an NVR with integrated POE capability. Camera licenses will be provided if applicable to the system design. All installation materials, cables, and mounting hardware required for the project will be included in the equipment supply.
2.2 Installation Services
The Contractor will install all surveillance equipment in designated DRD rooms according to manufacturer specifications and industry standards. The NVR system will be installed in the designated IT/Electrical room with proper ventilation and security considerations. All wiring will be performed to commercial-grade standards with appropriate cable management and protection. The Contractor will provide complete cable installation and routing throughout the facility. All cameras will be properly mounted and positioned to achieve optimal coverage and functionality.
2.3 System Configuration and Testing
The Contractor will complete comprehensive system programming and commissioning to ensure full functionality. All system components will be configured and integrated to work as a unified surveillance solution. The Contractor will conduct thorough testing to verify proper system operation and performance. All equipment will be verified for compliance with NDAA requirements applicable to government property installations.
2.4 Documentation and Training
The Contractor will provide a complete Bill of Materials (BOM) documenting all equipment and components installed. A comprehensive system operation manual will be delivered upon project completion. The Contractor will conduct hands-on system training for designated facility personnel to ensure proper operation and basic maintenance understanding.
3. COMPLIANCE REQUIREMENTS
All surveillance equipment must be NDAA-compliant, specifically meeting Section 889 requirements that prohibit the use of equipment from companies deemed national security risks for government and contractor applications.
4. DELIVERABLES
The project will result in a fully operational video surveillance system meeting all specified requirements. A complete documentation package including warranties, manuals, and system specifications will be provided. System training will be completed for designated personnel with confirmation of competency. All warranty and ongoing support documentation will be delivered to the facility management.
5. LOCATION
The installation site encompasses DRD facility rooms for camera placement and the designated IT/Electrical room for central equipment installation.
