About this file
This is a Memorandum to the File documenting a justification for the use of other than full and open competition for a simplified acquisition threshold procurement.
The requirement is for Household Goods (HHG) moving and storage services through the Direct Procurement Method (DPM) in support of Naval Air Station Pensacola, Florida, provided by NAVSUP Joint Personal Property Office Southeast (JPPSO-SE). On March 16, 2026, the Government issued Request for Quote N6883626QS015 to E-Logic, Inc., an SBA Certified 8(a) business, for a 12-month contract period from April 1, 2026, to March 31, 2027, with an Independent Government Estimate of undisclosed value. E-Logic's initial quote on March 19, 2026, significantly exceeded the IGE, and a revised quote submitted on March 23, 2026, remained unreasonably high. Despite meetings on March 25, 2026, between the Contracting Officer Robert Edwards, Small Business Programs Director Worner Heath, and E-Logic representatives to address pricing concerns, E-Logic requested additional time beyond the acquisition timeline permitted due to the incumbent contract's March 31, 2026, expiration. The Government determined that descoping the requirement was infeasible as it would materially reduce mission-essential services and increase performance risk. Consequently, bridge contract N6883626D0002 was awarded to BR Relocations, Inc., the incumbent contractor, on March 31, 2026, for six months. On May 18, 2026, JPPSO-SE advised that the Personal Property Activity Department could not assume responsibility for DPM HHG contracts until after Department of War funding was received, now expected after the initial bridge contract's expiration. The present modification seeks to extend the BR Relocations, Inc. contract for an additional six-month period from October 1, 2026, through March 31, 2027, to ensure continuity of services and prevent degradation of mission readiness and adverse impacts to service members and their families. The justification is based on other reasons beyond the listed categories, specifically the unforeseen delays in implementing the TRANSCOM HHG contract and the critical mission impact of service interruption.

MEMORANDUM TO THE FILE
Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN
ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
I. BACKGROUND:
1. RFO FAR 12.102 states document decisions to restrict competition, including the use of brand-
2. RFO FAR 12.102(a) states for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
II. DESCRIPTION OF ITEM OR SERVICE:
This requirement is for the preparation of personal property of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the Direct Procurement Method (DPM). These services are required by the NAVSUP Joint Personal Property Office Southeast (JPPSO-SE) for the Pensacola, FL area. The outcomes to be achieved are to provide all personnel, equipment, facilities, supplies, services, and material necessary to perform DPM services.
The required services must be performed by the incumbent Contractor for N6883626D0002 (BR Relocations, Inc) due to unforeseen delays in implementing the TRANSCOM HHG contract outside the scope of control of NAVSUP FLC Jacksonville.
The requested Bridge Contract period of performance is from 01 October 2026 to 31 March 2027.
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING:
A. ONLY ONE RESPONSIBLE SOURCE (select all that apply):
1. RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
2. EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. _ OTHER REASONS. Other reason not identified above. Provide details on mission impact if requirement is not solicited from only one source.
On March 16, 2026, a Request for Quote (N6883626QS015) was issued to E-Logic, Inc., an SBA Certified 8(a) business, for an anticipated direct award to procure Household Goods (HHG) Moving & Storage Services via Direct Procurement Method (DPM) for NAS Pensacola, FL. The prospective contract was for a 12-month period of performance from
April 1, 2026, to March 31, 2027, with an Independent Government Estimate (IGE) valued at
In response, E-Logic submitted a quote on March 19, 2026, for , a figure that was significantly higher than the IGE of . This represented a increase that cannot be supported as fair and reasonable. Recognizing this substantial price differential, the Contracting Officer (KO), Robert Edwards, engaged the E-Logic, Inc. point of contact, Mr. Amine Jkaoua, by phone on March 23, 2026. During the conversation, Mr. Jkaoua acknowledged the pricing concerns and agreed to conduct an internal review. Later that day, E-Logic submitted a revised quote for
. However, this updated price still exceeded the IGE by , which still precludes the KO from making a fair and reasonable price determination.
In an effort to resolve the matter, the KO sought assistance from Mr. Worner Heath, Director, Fleet Logistics Center Jacksonville Office of Small Business Programs. On March 25, 2026, the KO, Mr.
Heath, and E-Logic representatives met to discuss the continued pricing disparity and provide E- Logic an opportunity to further review its quotation. During that meeting, E-Logic requested at least one additional week to conduct a more thorough review of its pricing.
Because the incumbent contract was set to expire on March 31, 2026, the Government did not have sufficient time to continue pursuing award to E-Logic without creating an unacceptable risk of a lapse in critical HHG moving and storage services. Accordingly, on March 25, 2026, after E-
-Logic requested additional time beyond what the acquisition timeline permitted, the Government determined that the direct award effort under RFQ N6883626QS015 would not be further pursued.
The Government also considered whether the requirement could be descoped to bring E-pricing within a fair and reasonable range. That approach was not feasible because the RFQ already reflected the minimum essential DPM HHG services required to support NAS Pensacola without interruption. Further descoping would have materially reduced or fragmented mission-essential services, increased performance risk, and still provided no reasonable basis to conclude that E-expiration. For these reasons, the Government could not reasonably descope the RFQ to E-Logic in lieu of obtaining bridge coverage from the incumbent Contractor.
Later on March 25, 2026, the KO and C230 Division Director, Mr. Juan Marshall, met with the customer, represented by Mr. John Host, JPPSO-SE Deputy Director, to provide a situational update and discuss the path forward. Given the imminent expiration of the incumbent contract and the mission impact associated with any interruption in service, the Government determined that a bridge contract was necessary. A lapse in DPM HHG services would have severely degraded mission readiness and created a significant adverse impact on service members and their families during the moving process. Under these circumstances, the Government could not transition to a new provider through a separate competitive action in the limited time remaining without risking disruption to essential services.
Accordingly, bridge contract N6883626D0002 was awarded to BR Relocations, Inc. on March 31, 2026, to extend services for a six-month period.
On May 18, 2026, JPPSO-SE advised contracting that the Personal Property Activity Department would be unable to assume responsibility for the existing DPM HHG contracts as originally planned until funding had been secured and received by the Department of War, which is now expected to occur after the expiration of contract N6883626D0002. As a result, JPPSO-SE requested a second bridge (modification to contract N6883626D0002), to ensure continuity of services.
For the reasons stated above, including the potential degradation of mission readiness and the adverse impact to service members and their families should these services be interrupted, a modification to bridge contract N6883626D0002 is required to extend performance for an additional six-month period, from October 1, 2026, through March 31, 2027.
B. BRAND NAME. Item required must be a brand name product, or feature of a product, particular to one manufacturer.
C. UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
