About this file
This is a Sole Source Justification Application submitted by the City Colleges of Chicago (CCC) Office of Student Experience requesting a waiver to procure services from One Million Degrees without competitive bidding. The application seeks to establish a sole source contract valued at $25,000,000 for the initial term, with potential for additional renewals. One Million Degrees will provide a comprehensive, cohort-based holistic support model combining professional coaching, skill-building workshops, emergency financial assistance, and career navigation services to eligible CCC students. The program is designed to remove barriers to student success and enhance retention and completion rates across multiple CCC campuses. Over 2,000 City College students are currently enrolled in the program during the 2026 academic year and would continue to receive services under this contract.
The sole source justification is based on One Million Degrees' proprietary program model, established service delivery history, existing infrastructure across multiple CCC campuses, specialized curriculum, volunteer network, and on-site relationships that cannot be replicated by other vendors. CCC determined the price of $25,000,000 to be fair and reasonable based on cost-per-student analysis that includes program operations and OMD staff compensation, with budget structuring designed to maximize enrollment while maintaining program outcomes. The application indicates that denying this sole source waiver would negatively impact over 2,000 students who would lose financial stipends, mentoring support, professional development opportunities, and integrated support services essential to student success and retention at City Colleges of Chicago. The contract was approved by requestor Adam Price on February 19, 2026, and by Vice President/College President Jacquelyn Werner on February 20, 2026, with procurement approval finalized on March 10, 2026.

The services provided by One Million Degrees enhance the student experience at City Colleges by providing students wrap-around holistic supports through financial, personal, academic, and professional backing. This support system removes barriers and instills confidence so students can participate and complete their academic journey at City Colleges of Chicago.
The One Million Degrees program model combines professional coaching, skill-building workshops, emergency assistance, and career navigation. The program model is proprietary and not replicable by other vendors.
One Million Degrees is uniquely positioned as the only organization with an established service delivery history and existing infrastructure across multiple CCC campuses. The model is directly integrated into CCC's student retention efforts and cannot be duplicated without access to OMD's curriculum, volunteer network, and on-site relationships.
One Million Degrees has an existing relationship with City Colleges from past parternships and services rendered. The integration of the support model is well established and embedded in the campuses. Over 2000 City College students are already receiving services from One Million Degrees in the 2026 academic year.
To ensure fiscal efficiency, the budget was structured to maximize enrollment without compromising outcomes. Increasing the student to staff ratio allowed for significant cost savings per participant, enabling the program to scale effectively within the current parameters.

The impact will be felt by City College students. Over 2000 City College students will lose a financial stipend that supports them while they attend school. Students will also lose connection to OMD support staff and miss out on programming such as mentoring and professional development opportunities. The loss of these services and benefits will impact student success, retention, and completion at City Colleges of Chicago.
