About this file

This is a Certification for Federally Funded Projects form issued by the City of San Angelo, Texas Purchasing Division in connection with a caustic soda procurement for the Water Production Plant. The certification document serves as a prerequisite attestation for the City of San Angelo's purchase of caustic soda (sodium hydroxide diaphragm) used in potable water treatment. The Water Production Plant requires approximately 450 dry tons annually at a 50% solution concentration. No specific response dates, bidder meetings, site visits, award dates, or contract term information is detailed in this certification document.

The certification form requires contractor attestation regarding federal funding compliance and lobbying restrictions as mandated by 31 U.S.C. Section 1352. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal contract awards, and must disclose any non-federal funds used for lobbying purposes by completing Standard Form-LLL if applicable. All subcontractors and subrecipients must include identical certification language in their award documents. The document indicates this procurement involves federal funding sources, and contractors face civil penalties ranging from $10,000 to $100,000 for failure to file required certifications. The form requires signature and date from an authorized contractor representative, with submission constituting a material representation of fact subject to provisions of 31 U.S.C. Chapter 38 regarding false claims and statements.
